Wielders of 黑檀之寒 have an exclusive buff available to them!

议会的智慧: Memories of the Guardians of Tirisfal have helped you understand Ebonchill's latent powers. Experience and Reputation gains increased by 5% in the Broken Isles.

You first obtain this buff as part of the quest 黑檀之寒的回忆, obtained from 老菲尔麦夫 soon after getting 黑檀之寒 (via the artifact questline). This has you search for a Memory of the Council of Tirisfal, who grants the 议会的智慧 buff once you find and speak to him or her. These are ghostly appearing figures that are found in 达拉然, and can include:

“多动症”冰闪 - Bottom of the stairs leading to Krasus Landing (Map)
伊芙·费德里克森 - To the left of the Bank of Dalaran - the North bank (Map)
菲欧拉·阿纳雷斯 - In the Violet Citadel, up the stairs to the second floor (Map)
爱尔达苟萨 - On top of the glass domed building in the Magus Commerce Exchange, in which the Herbalism trainers are found
布林克斯 - In the Photonic Playground shop, on the balcony of the second floor (Map)
维林·苍穹 - In the corner of The Legerdemain Lounge (Map)
希努斯·科普兰 - By the Dalaran fountain outside Glorious Goods (Map)

Once 黑檀之寒的回忆 is completed, you can seek out a Memory of the Council of Tirisfal each day for the 2-hour 议会的智慧 buff. The NPC you are looking for will be random each day (among the ones listed above), so it may require some searching.

After completing 黑檀之寒的回忆 you can speak to any of the following (changes daily) to receive 议会的智慧, a 5% experience and reputation increase (you can talk to them ~~a set amount of~~ multiple times a day to get the buff back), ONLY in the Broken Isles (if you leave the Broken Isles or change your spec at all you'll lose the buff):

You need to have Ebonchill equipped to get the buff. I was not able to even see the spirits because i had fishing pole equipped.
If you cannot find them: equip Ebonchill and relog.
