I am intrigued. I wonder if this will be a drop or an item purchased by a max rep character for JP or VP. The name leads me to believe it will be a drop, but I'm interested to see it's source.

This might be Blizzard's response for asking more ways to level reputations for Valor Points rewards.

I'm assuming they will either:

a) Make this a rare drop from mobs in respective areas
b) Make this a 100% drop from a rare/elite, like the Alliance/Horde ones in Krasarang Wilds.

I don't know anything about these but it would be nice if the satchel system from dungeon finder would be expanded to raid finder (I have seen one hour queues for dps) and there would be a chance for one of these in them. Tanks and healers have been complaining that the dailies are harder to do for them.

It takes 20 of these to go from not-on-your-rep-list Neutral to Exalted at 2200 rep per pop -- that's with guild perk (edit: and I guess account commendation)
You do not need Revered with Golden Lotus first.
You do not need to be 90 first.
Once Exalted you can buy quartermaster stuff, also regardless of the above except the gear is still restricted to 90.

Killed about thirty Warbringers last night before getting one mount on my main, sent all tokens to an 86 Tailoring alt, she is now turning the 133 Imperial Silk she's made so far into Royal Satchels. :)

One of these gave me 2400 XP (+1200 bonus) with the +10% buff from Darkmoon Faire + 100% bonus when revered (+ guild perk ?)…

This item is indeed a drop. I killed a 91 elite Zandalari Scout which is one of the new rares in 5.2. He was roaming in Krasarang Wilds. Looted this item on my 87 Mage so its really nice even though it is BOA and my main already has Exalted with all reps minus the new ones and Black Prince. Good luck to you all

This item is usable at any lvl, I just tested on my lvl 10 character as I'm trying to get the 成就战袍 so every rep I can get is nice to have.

These are still of value even if you are exalted with the faction. Since they are account bound you can even send them to your opposite faction alts on the same realm via the in-game mailing system and at around 18g they are great for getting some "start up" money to your low level opposite faction newbie alts xD

This provides an way of sending money to other servers with the new cross realm/faction mailservice feature from 5.4
Since you can now mail all account-bound items between all your characters this can provide some money for your new alts on new servers, as the vendorprize is quite high.

For those interested in grinding out a number of these insignia, the Celestials ones seem to be relatively common; After killing 10 Warbringers and 4 or 5 Warscouts, I ended up with 5 Klaxxi, 8 Shado-Pan, 12 Celestials and 16 Golden Lotus insignia.

These are also a nice way to get some Gold on a new Server (a little bit of starting Gold for an Auction House Alt)

If you have a level 3 Trading Post in your garrison you can benefit by using this insignia within Draenor.
http://www.wowhead.com/spell=170200 grants you a 20% bonus to reputation within Draenor.

失窃的至尊天神徽记 gives 1000 rep
While other rep TOKENS give more rep!
失窃的影踪派徽记 gives 6000.
失窃的卡拉克西徽记 ~~"didn't loot that yet"~~ gives 1000 rep
失窃的金莲教徽记 gives 8000 rep.

You can get easily Exalted with 卡拉克西 , 影踪派 and 金莲教 via chain quests/
But for this 至尊天神 rep need so much time wasting. only get 1350 rep per day (without any rep buffs)
This is NOT fair!
