This dropped from Kar Warmaker for me on the PTR. He is located in Domination Point, which is the Horde base (and as such a Horde mob for Alliance only) in Krasarang with 5.1

This trinket is dropped by some new rares introduced in patch 5.1 to the new daily and PvP areas of Krasarang Wilds. Any Horde rares will drop this item, and they are only attackable by Alliance players. If you are a Horde player some equivalent rares will drop the Horde version: 坚强步兵印记.

Changing faction doesn't change this item despite only being obtainable by one faction. I moved from alliance to horde and still have this item in my bags.
