Upperdeck Entertainment (UDE) have released a statement that this tabard as well as the will be available for purchase from September 1st 2008. This will make a total of 5 epic tabards available from the UDE points store. The cost in UDE points will be 2000, the same as the existing .

How much would I expect to pay for one off eBay or similar?
According to http://www.wowtcgloot.com/tabard_of_nature.htm (most information sourced from there), the average price for the is around $10USD.

Keep in mind that the Tabard Vendor does not restore Tabards obtained through the Redemption system (of TCG).You'll have to ticket Customer Support if you wish for them to be restored after you've deleted them.

This particular Tabard now has a possibility to be seen on the BMAH. I have no idea if the other UDE Tabards can go up on there as well but this is the only one I've seen.

I'm aware that 烈焰战袍 can be gotten there too. And apparently 冰霜战袍 can as well. Again I'm not sure if others can be gotten as these are only two other than this tabard I've heard of/seen.

got this in an unclaimed BMAH container. Paid 680k and got the tabard. Very steep price for the mystery box but.... 680k (wow token 110k atm) for a $995 tabard is not to shabby. Kel'Thuzad US

Just got this tabard on the BMAH on Azgalor in 9.2.7 for 600k. Not too shabby for a TCG tabard that costs $995 USD lmao.

I spent 200K on a BMAH box and got this as my reward. My server is Borean Tundra. Its the first box I have ever won. I think I did ok :)
