光耀回响指环 is the new haste/mastery heirloom ring introduced in the War Within Pre-patch.

Currently (during pre-patch) to obtain the item you must gather and combine 4 items:

死气沉沉的石质戒指 - purchased from 怀念者阿穆尔 for 25 残忆
诺森德精华 - obtained by combining 20x 诺森德的回忆, which have a chance to drop from objectives in 龙骨荒野.
卡利姆多精华 - obtained by combining 20x 卡利姆多的回忆 , which have a chance to drop from objectives in 尘泥沼泽.
东部王国精华 - obtained by combining 20x 东部王国的回忆, which have a chance to drop from objectives in 灼热峡谷.

During Dragonflight, they introduced a way to get the Heirloom trinket (不稳定的元素汇流) from it's own Pre-patch.
Because of this I would assume this will still be available during TWW, but it is yet unclear what the process will be.
I myself will be making sure to grab it during pre-patch in case they remove the capability to acquire it after TWW goes live.

It appears that you can only earn/loot the continental memories when the zone is active. For example, when the event to spawn Onyxia in Dustwallow Marsh is ongoing. Once the boss is dead, you can still earn Residual Memories but not Memory of Kalimdor items. This means that you have to be there for the objectives~~, for the few minutes that the zone remains active~~. If you miss the active time for the zone, you seemingly cannot make progress toward the heirloom.

Blizzard hotfixed things so that the zone will immediately repeat its sequence, allowing players to complete objectives and kill bosses for its full duration. Once the timer for the zone expires, you do have to head over to the next zone because the continental memories stop being available until the next active cycle.

FYI - this has become extremely easy after yesterday's changes; I was able to get the heirloom ring this morning in less than two hours. Happy hunting!

I just made one of these, and when I tried to learn it (as an heirloom) it became soulbound? is that a bug? or am I supposed to farm multiple of these for all of my alts?

The default level for the ring is up to (and including) level 49. You will need the following to upgrade it 2/2 times:

永恒传家宝装甲涂层 (it says for Armor, Trinket, Shield or Off-hand, but works for Rings)

This brings it up to (and including) level 59

觉醒传家宝装甲涂层 (it says for Armor, Trinket, Shield or Off-hand, but works for Rings)

This brings it up to (and including) level 69

In case people are a bit slow like me.. lmao.. it's pretty obvious once you play around with it for a while, but the way to tell which zone is active is by the banner over top saying "Radiant Echos will be active for: x Minutes." Also the portal will have more swirling activity in the middle

ATTENTION: If you do not have all the "sources" checked off, you may not see this ring in your heirloom window. I just happened to click the filter button and did not have "World Event" checked. Well, checked it and then voila, ring showed up. As well as like 9 other heirloom items haha.

Yes, you can equip this in the other slot with the other heirloom rings. I don't know about the booty bay ring. I don't have that one.

This can be worn in conjunction with the heirloom Ghost Pirate Rings 杉德尔船长的回归指环 and 海军上将泰勒的忠诚指环, of which you can only equip one at a time. making it very useful as a second ring for levelling.
