These can be fished from Floating Wreckage and Oily Blackmouth Schools in North Tide's Run in Silverpine Forest, as well. I've gotten three so far in fifteen minutes of fishing.

I got 1 within an hour of fishing my rump off... and got -a- handful of copper bolts. May have just got unlucky, but I fished around the docks by ratchet and walked away with about 3-4 stacks of oily blackmouth or whatever that fish stuff is called.

Tightly Sealed Trunks seem to be the easiest trunk to fish out, and the zones to fish them in are of lower-level, so I guess a 19 twink could obtain these without too much difficulty. The big problem would be the low drop rate of Weather-Beaten Journals.

These trunks contain Weather-Beaten Journal, the book to teach the ability Find Fish.

The drop rate of the book is very high, but it appears low on the statistics due to the fact that it doesn't show for people who already know it.

If you have the ability already, you can trade or mail a crate to another char and let them open it. If they have 100 fishing skill, they should be able to loot the Journal.
