The pattern to these shoulders are no longer obtainable since the shattering, and even if you have the pattern learned, you're very unlikly to get them crafted due to the requirement of Primal Tiger Leather to craft them.

Extremely rare set. The Tigers that once dropped the leather no longer do so. So if you have
these sitting in your bank...pull them out and auction them.

these were once available on Yojamba Isle in 北荆棘谷,
now sold by 商人林沃斯 at the Zuldazar Docks, in the Yojamba Exchange.
joining him are his old Yojamba Isle comrades: 梅维克 and 伊克萨尔.

I checked (21 November 2018): Rin'wosho the Trader is not selling the old zandalar patterns/plans/recipies (yet?). So no need to check it for now.

There is a beta guide from wowhead which mentions Zandalar reputation may return in game. However as of 8.01 it is not in game. Nothing is mentioned for 8.1 which comes in december 2018. Maybe after 8.1. Maybe not.

Unfortunately the other comment does not provide any links to blizzard or other news sources.

Looking around the net gave me some hits but also no references to blizzard posts. An example on wowhead:

But the beta guide also does not provide any references.

When i search the blue tracker for "zandalar" i get zero hits.

So for now the zandalar stuff is not available. If someone can provide (still active) links to blizzard posts it would be appreciated.
