It's probably silly to note, but Blizzard has mentioned on occasion that they don't like to put both strength and attack power on the same piece of armor, because they are essentially the same thing. When level 60 was the level cap, this was one of the higher-rated pre-epic breastplates you could get. It's interesting that the Field Marshal's Dragonhide Breastplate was also itemized in a similar fashion with strength and attack power, but was ultimately adjusted to have the attack power removed from that piece of gear. Somehow, this one remained untouched.

Trying to get this piece for the set but it simply refuses to drop along with the legs had all other pieces numerous times.

Such a damn shame it's now removed. I would had liked it for transmog use for my monk and rogue!

With the addition of the "Legacy of Scholomance" instance (a recreation of the original Scholomance) in patch 10.1.5, the chest piece is now available again. It dropped for my priest, but the upcoming The War Within expansion should be lifting the restriction on BoP items when it comes to learning appearances.
