The "Heals 100% maximum health" and the seemingly absent cast time make this item incredibly powerful for tanks.

I assume the "Marks of prey" will be the new blood coins, hopefully not as annoyingly tied to killing blows since the tooltip doesn't mention them.

I sincerely hope the Marks of prey will be used to speed up reputation gain and not as a direct currency.

Edit: got it a few days ago, i'm having some problems using it because people tend to gank me 2v1 or 3v1 quite a lot in pvp zones, i also add that this makes you NEUTRAL with any npc in the warden towers pvp quests, it's valuable if you have killed all the regular npcs and want to go for boss only.

If starting at neutral and *fingers crossed* one mark per kill, that's only 420 kills to exalted.

Obtained by finishing the quest line introduced in 7.1 via the falcosaur hatchling pets.

First, you get a falcosaur hatchling.

Second, you follow the hatchling's quest line all the way through. At the end of the quest line you obtain a mount.

Third, show Aviana in Highmountain your new mount. You'll get a new dialog option that leads to the Ivory Talon item, 500 rep, with the faction, and an unlocked vendor.

It works pretty much exactly like the original 不灭苦痛香炉

Using it takes a small cast time, after which you become hostile to both alliance and horde players. You also remain hostile to any falcosaur birds. Buff lasts 1 hour.

Killing players awards 1 掠食印记. Unlike the original Bloody Coins from Timeless Isle, these are not a currency and will be placed in your bag. Each one will add 100 reputation with the new Talon's Vengeance faction. It's wise to hold onto them if events like the Darkmoon Faire are close to make use of items that increase rep gains, like the carroussel or the 暗月大礼帽

This item is usable in:
* Falcosaur areas
* PvP watchtowers (both friendly and hostile). Using it at a tower controlled by your own faction will turn the guards neutral. If you can avoid hitting the neutral guards,It might not be a bad idea to farm 掠食印记 at these locations from opposite faction players.
* Any of the areas from 先拔头筹

As of this day, I am not certain if you get Marks of Prey from killing blows only or if honorable kills count too. I was the only player with the item when i was farming. Achieveing honored status and obtaining 白色羽毛 should answer this question when you start farming in BGs.

Used this for a little bit today; I can confirm you only get honor kills from killing blows and that your party is also hostile to you for this. The buff disappears on death, so tanks definitely have the upper hand with this faction grind.

Edit: Also, you cannot activate the Ivory Talon in combat, so the 100% health restore is not particularly useful.

The buff you get from using the item disappears when you leave the world quest zone for each of the related areas, so you can't move between them, nor can you just step outside of it. Be very careful or you will lose the buff and have to wait around for a while to re-apply.

When someone dies and grants you a 掠食印记, they are given a 10 minute debuff that prevents them from granting another Mark of Prey, preventing you from "Kill Sharing" with someone else.

You are granted a spectral appearance with angel wings when you use the item, as well. A lot of people thought I was a questgiver in the Falcosaur area, was rather hilarious.

since this has a 15min cd and you get flagged for pvp against everyone, horde and alliance - im guessing perfect class to grind this rep is rogue who can vanish from combat when you get ganged up on by alot of enemies at the same time.

The best quests to farm with this item are:

These two quests zones are full of solo players trying to kill each other. This allows for you to slip in and take the killing blow. They'll be so busy fighting that they won't be able to team up and retaliate like they do around the falcosaur quests.

Worst places to farm them for most players:

The debuffs and buffs around these two quests ensure that you will die before the 15 minute cooldown is up on your Ivory Talon. If you teleport outside of the arena at Black Rook Hold to lose the debuff stacks, you also lose the Ivory Talon buff. The berserker buff in Darkbrul Arena will ruin most classes. There are classes that do exceptionally well in that arena though, such as the rogue class. You can stealth, pick up the buff, and poke people for about 500k damage per hit. They can also vanish and run to the smoke zones if they really need to escape. Casters seem to have the most difficulty in that arena.

Falcosaur quest areas are okay, but you need to pick your targets wisely. If you get multiple players of the same faction in one area and attack you'll end up with them grouping up against you. I recommend going to falcosaur quests areas only while the best PvP quests you can do are down.

Edit:
You can also camp the Warden tower quests against either faction. The NPCs in the area go neutral if you are defending your own faction tower, but you can still end up with them attacking you if you make an AoE move. I only recommend going to these towers if you have other players helping you out. These quests are better than the worst PvP quests for most classes, but you are up against a single faction that will group up against you. The 5 hour duration PvP quests also get more traffic, because people will do them multiple times in a single day and there is a mount related achievement. The towers have a day long cooldown and give less honor than the 5 hour duration quests.

After some testing this morning I can confirm that along with stacking the 白色利爪 buff with the buff from 护火者之誓 to collect both 掠食印记 and 染血铸币 at the same time as mentioned by Karadine, it is also possible to utilize both buffs whilst riding 风暴之爪 in the 无鞍斗殴 area.

This facilitates rapid movement (150% mount speed) for 5 minutes, flying to range any melee players and most importantly access to 闪电打击 which greatly increases the likelihood of a KB against low health players - possibly making this zone the best to farm KBs.

Obviously the first time you mount the drake you'll get 唤醒巨龙 as well.

I just wanna point out that CD is reset if you enter arena. So when you are farming some marks and getting killed just go 1 skirmish and poof! CD is gone! Time to get some more. :)

With the 白色利爪 buff active:

You will gain the temporary title "<Name>, Talon's Vengeance",
You cannot interact with Traveller's Tundra Mammoth Vendors - (No repairs for you!),
You cannot right-click the debuff off your character,
The buff will be removed upon death or leaving the PVP area. - This does not reset the Talon's cooldown.

Hunters, be aware, although you yourself are friendly with the NPC's in the PVP areas, your pet will often times aggro those friendly NPC's and create issues for you.

For those looking for the title 'Talon Vengeance' you will be disappointed to learn that it is not a permanent title but only appears when you use the talon. Pretty pointless really.

Before you put in a ton of work to get this done, understand a few things about this faction and the differences between this and that of the Bloody Coins and achievements you could get as an Emissary of Ordos on Timeless Isles:

1) ONLY other players give Marks of Prey. Any talk about "Go do Alterac Valley, kill NPC's" is not valid, this changed in early December.
2) Easiest way to get Marks of Prey? NOT battlegrounds. Go to the falcosaur zones. Because it is a non-pvp zone, many players are not prepared for your attack. Yes, it is kind of a cheap shot, but you are an assassin working for Aviana now, remember? And you are trying to save the Falcosaurs. At least, you can tell yourself that while you enjoy all the anger aimed at you in General Chat.
3) Unlike Timeless Isle Bloody Coin gathering "Fire Watcher", there is no permanent title associated with this faction. Only temporary while you are under the effect of Ivory Talon or Ivory Feather. You do not get this title upon becoming exalted (which makes no sense).
4) Also unlike Bloody Coins, there are no achievements associated with this faction, so no general or guild announcement that shows anyone your dedication to the grind upon getting exalted. This means no achievement to link at all to show at a later date in trade or guild chat. Rather disappointing really.
5) Bloody Coins were used as currency for 42 items. Marks of Prey offer 100 reputation for the Talon's Vengeance, upon achieving 1000 into exalted, there is no benefit to continually gathering them. Other than items that help you in PVP to get more Marks of Prey, the Ivory Hawkstrider mount is the only item associated with this faction that you can get.
6) Yes, you do get a mount. It does look remarkably like the Swift White Hawkstrider that drops in Magister's Terrace, but other than its rarity, it is a rather underwhelming mount. Plus this one cost you 10,000 gold to purchase it upon getting exalted.

Cliff notes: No achievements, no permanent titles, no way to show off your Talon's Vengeance faction status other than an ugly mount. A little disappointing, but I guess you get personal satisfaction if you are a "completist" like myself.

As a ranged player (Hunter), I found it fairly quick to farm 掠食印记 when 黑鸦大乱斗 is up during a moderately busy time of day. My strategy was:

Head to the quest area and position yourself around the ledge of the arena. My favorite spot was here, as it's kind of out of the way to get to, making it less likely that someone's going to come chase you down.
Use 白色利爪.
Use Premade Group Finder Questing search for "Black"
Queue up for a bunch of 黑鸦大乱斗 listings.
Accept group invite.
Start sniping low-health players. I generally tried to stay away from sniping DKs because I didn't want to antagonize them into Death Gripping me off my perch.
Leave group if:
Someone decides to attack you. Yes, you might be able to 1v1 them, but given the CD on 白色利爪, it's probably not worth the risk.
You've sniped enough people that many have 猎物, deminishing your rate of return on 掠食印记.
You've sniped enough people that someone's likely to get pissed and come hunt you down.
Return to step 3 and repeat process, trying to avoid recently joined groups if you can. On your own realm while between hops I'd advise against attacking anyone. Without a group invite, you won't be able to quickly hop to avoid death and losing your 白色利爪 buff.

The most successful but dishonorable way I found so far is to stay on the edge of Black Rook Arena and kill people fighting each other. Better to find a spot away from the GY or you are in risk to be killed by rezzers)) With incoming flying I am sure it will be possible to land by some NPCs on the balconies and to avoid rezzers))

Added. You can get to NPC named Hannah Globerunner (North side of the Arena) and stay there unnoticed for a while.

This should be usable at the Broken Shore zone. The Broken Shore is basically the Timesless Isle 2.0.

Would be a lot easier to grind rep with Talon's Vengeance rep if you could.

I thought I would compile some information on the 复仇之爪 and methods pertaining to reputation grinding.

复仇之爪 is a "hidden" faction, with no associated Achievement or Feat of Strength, and no permanent Titles. The one reason to grind reputation with this faction is for the 乳白陆行鸟 mount, available at Exalted reputation. This mount is essentially a less armored version of the 迅捷白色陆行鸟 which drops from 凯尔萨斯·逐日者 in 魔导师平台 (a Burning Crusade dungeon) on Heroic difficulty.

This makes this mount mostly sought after for completists and/or mount collectors.

Accessing the Faction

To access this faction, first you must complete one of the four questlines granted by your falcosaur pets - 恐嘴雏龙, 血眼雏龙, 利爪雏龙, or 雪羽雏龙. Only one of the questlines must be completed to gain access to 复仇之爪, but it is likely you will want to complete all four questlines anyway as they each grant a mount on completion.

After having completed a questline and obtaining the mount, you must summon said mount in front of 艾维娜 at in 至高岭. For those without coordinates, she can be found at Sylvan Falls, due east and across the water from the Sylvan Falls flight point (northwest of Riverbend on the map).

Once you have summoned your mount and spoken to 艾维娜, she will have a number of dialogue prompts that you must click through. After you have selected "I will be the talons of vengeance", you unlock access to the 复仇之爪 Quartermaster - 汀奇, a raven that is sitting on the large statue of the archer near 艾维娜.

After this point, you will have continued access to 汀奇, regardless of what mount you use thereafter or what reputation you are with the faction.

What does the faction offer?

汀奇's inventory is as follows:

白色羽毛	Honored		Transform into an avenger of Aviana. PvP kills made while transformed have a chance to grant Marks of Prey. Only usable in Battlegrounds and Ashran. (10 Min Cooldown).
开裂的隼龙喙	Revered		Use: Increases chance to deal and take a Critical Strike by 50% for 15 sec. Only usable in Falcosaur and PvP World Quest areas. (3 Min Cooldown).
乳白陆行鸟	Exalted		Mount. Ground mount only.

Notes:

反刍的树叶

Can be used in combat, making it great for World PvP.
Grants a Heal-over-time that lasts 30 seconds.
DOES NOT share a cooldown with 古代治疗药水 or Healthstone.
DOES share a cooldown with all combat potions (延时之力药水, 上古战神药水, etc.), 古代法力药水, and 古代活力药水.

一袋树枝

Can only be used in outdoor Broken Isles areas, and WILL NOT work in raid or dungeon instances.

This item DOES work on the Broken Shore.

Allows you to change talents and instantly log off, like any rested area.

Can be VERY useful for changing talents outside of an instance (i.e. before a Mythic+ run, raid, etc.)

You must stand right on top of the nest or immediately next to it to be rested.
If you stand on the nest for 5 seconds, you are granted the 精神饱满 buff for 60 minutes (Spell ID: 230390)

The 精神饱满 buff WILL NOT be refreshed if you stand on the nest and already have the buff! You must manually unclick it before standing on the nest to get a fresh 60 minute buff.
精神饱满 DOES NOT persist upon hearthing, even if using 达拉然炉石.
精神饱满 DOES NOT persist on using most portals, such as those available when the Mage Tower Broken Shore building is active.
精神饱满 DOES NOT persist on using 里弗斯电池/可充电的里弗斯电池 to teleport.
精神饱满 DOES NOT persist on entering any instance (dungeon, raid, battleground, etc).
精神饱满 DOES NOT persist on death.
Flying or walking from one zone to another will not cancel the buff.

The rested area (for talent changes) and the 精神饱满 buff WILL work on other players, regardless of whether they are in your group or not.

Farming Reputation

Reputation with 复仇之爪 is only obtained by farming and using 掠食印记, which grants 100 reputation per mark. There are a few ways to obtain this item, as outlined below.

Note that 掠食印记 is not a currency, and takes up bag space - it stacks to 20. These marks have NO USE after getting to 999/1000 Exalted with 复仇之爪.

General strategy: You can only farm 掠食印记 from other players in PvP and Falcosaur World Quest areas up until Honored, at which point you unlock the ability to farm them in Battlegrounds and Ashran. Overall, the grind until Honored was not very enjoyable, as I felt that I was ganking other players (particularly my own faction) who may have been just wanting to quest without bothering anyone or being bothered.

There are two items that will allow you to farm 掠食印记 are 白色利爪 and 白色羽毛. These are outlined below.

白色利爪

This is the first item you will be using the farm marks, as it has no reputation requirement.
Can only be used in PvP World Quest areas and Falcosaur World Quest areas (see maps below).
Grants 掠食印记 on a successful killing blows on other Level 110 players while the buff is active.

NPCs DO NOT grant marks.
A killing blow on a Blood 死亡骑士 with the 炼狱 talent will not grant a 掠食印记.

Using this item makes you hostile to all other players, including those of your own faction.

As a result, you can kill players of your own faction for 掠食印记.
Hostile NPCs of the opposite faction (in the Warden Tower Assault areas) become NEUTRAL when you use 白色利爪.

Successfully obtaining a 掠食印记 from killing a player will apply the 猎物 debuff to the target, preventing anyone from obtaining any more marks from killing that player for the next 10 minutes.
WILL stack with 护火者之誓, allowing you to obtain both 掠食印记 and 染血铸币 simultaneously.
Gives you the temporary title while the buff is active.
Applies a visual effect, giving you wings and making your character model ghostly and transparent (spectral).
The buff cannot be removed manually (right-clicking it).
While the buff is active, you cannot interact with most NPCs.

This includes the vendors on the 雄壮远足牦牛 or the 旅行者的苔原猛犸象/旅行者的苔原猛犸象

The buff is only active while you remain in the World Quest area that it was activated in.

Leaving the vicinity or even skirting the boundaries of the World Quest area can remove the buff.
Entering any instance will remove the buff.
Accepting a queue for a pet battle will remove the buff.
The buff DOES NOT persist through death.

Entering a Rated Arena or Arena Skirmish will reset the cooldown on the item, allowing you to use it again once you are out of the arena instance.
Using the item will make all PvP NPCs neutral and attackable (whether Horde or Alliance).

白色羽毛

This item ONLY works in Battlegrounds and Ashran, and is only available at Honored reputation with 复仇之爪
Grants 掠食印记 on a successful killing blows on other Level 110 players while the buff is active.

NPCs DO NOT grant marks.
A killing blow on a Blood 死亡骑士 with the 炼狱 talent will not grant a 掠食印记.

A few of the buffs above stack - e.g. 分享之魂 + 耶！ would grant a total of 20% extra reputation gained.
The 20% reputation buff from the garrison 货栈，3级 DOES NOT work, even if you consume the marks in Draenor.

掠食印记 Required to Reach Exalted

Below is a table of how many marks it takes to get through each reputation level, broken down by the reputation buffs (if any) you have. The assumption is that you are starting at the very beginning of each reputation level.

Tips

It can be worthwhile to save marks in your bank for the Darkmoon Faire, and use them once you can get the 耶！ buff.
There are two Warden's Tower quest areas in 瓦尔莎拉, 至高岭 and 风暴峡湾. At any given time, one in each of those zones will have a Horde PvP World Quest active, while the other will have an Alliance World Quest.

It can be worthwhile camping one tower or the other, depending on which faction is more prevalent on your server. Obviously, if you are camping your own faction's tower, you are liable to earn the ire of your fellow players in chat!
You can always tell where the opposing faction's tower World Quest is active based on your factions active Tower World Quest. The opposite faction always takes the "other" tower in a given zone. See below for the towers marked on maps.

At any one time there is also one of three Free-for-All PvP quests active - 达布尔竞技场 (至高岭), 黑鸦大乱斗 (瓦尔莎拉) or 无鞍斗殴 (风暴峡湾). Doing these quests makes you hostile to all other players anyway, so using 白色利爪 is not much of a stretch.

You can enter any of these World Quest areas and use 白色利爪 whether or not there is a World Quest active in the area! Obviously, you are unlikely to find other players if there isn't a World Quest up.
Even if you have completed a particular PvP World Quest, you are still able to use 白色利爪 and linger in the area for as long as you want.

While in a raid group, you cannot gain credit for any of the Falcosaur or PvP World Quests, but you CAN earn 掠食印记 from kills.
In the 无鞍斗殴 World Quest area, finding the Rare spawn 风暴之爪 and mounting it can allow you to rain down destruction from above!

This mount lets you attack players while flying, including casting while flying.
The mount lasts for 5 minutes.
The first time you mount this Rare spawn, you get the achievement 唤醒巨龙.

If you want to camp a particular World Quest area and remain unseen, 隐形侠54型 is a great item to use.

This Warlords of Draenor consumable is crafted by Engineers (隐形侠54型)
This item shares a cooldown with all non-healing potions and puts them on cooldown for 10 minutes (including the 隐形侠54型 itself).
Movement will break the invisibility after 6 seconds; turning in one spot does not count as movement though.

Fun fact: when you're under effect of Ivory Talon players from your faction may show up as races from other faction. I was unable to confirm if players from opposing faction will show up as races from your faction.

This also allows you to kill party members, saw some people exploit this mechanic to the extent that they made a group finder for a warden tower, and farmed people entering the group

I completed 复仇之爪 rep probably the craziest, most expensive way: solo, killing my own army of alts. It's more chill than PVP of which I'm not really a fan, and I had a full server of toons from trying and failing X-45偷心火箭 attempts. I did it in combination with grinding 染血铸币s for the 灰皮穆山兽 from Timeless Isle, and scoring a Recruit-a-Friend mount. Total I’m spending 11 魔兽世界时光徽章, getting three mounts, and doing it over week so that I don’t go insane.

The expenses were the following:

$60 Current expansion for Recruit-a-Friend. The characters you are killing must give honor or exp which means leveled close to your toon doing the killing, nd you can’t log into max level toons on lowbie accounts.
$35 x 2 Character account transfer, 1 each, to and from the RAF account, $70 total. The 110 boost from the RAF account can be applied to your main account, so one more toon to kill.
$15 x 2 months sub on the RAF account to qualify for the mount, $30

Location
I chose to do my self-slaughtering in the Falcosaur area of Highmountain. The Felbane came is nearby with an innkeeper so I could hearth back quickly, and it’s pretty out of the way. Stormheim’s falcosaurs may be further out of the way but the flightpath seems further.

Items
To get Marks of Prey and Bloody Coins you need to use 护火者之誓 and 白色利爪. Fire Watchers Oath does not give a timed debuff; it may have at one time, but it doesn’t now. As of 7.3.5 Ivory Talon still gives the 10m 猎物 debuff which only wears of if that character stays logged in for 10 minutes. I have found two actions that clear the buff: killing a raid boss, and 2 kills in a normal dungeon. Specifically I was doing Stonecore on normal trying futilely for the mount from there. Killing the first boss didn’t clear but buff, but the second boss did. No idea why.

I tended to kill alts 2 or three times before switching toons. The first time I got a Mark of Prey and a Coin, the next 2 I just got coins. A third kill causes a resurrection timer, so switching toons was a better use of time than waiting.

TL;DR: Cost is $160 to do it the way I did it, takes 2 accounts, gets you 3 mounts, requires no PVP against other players, takes about a week if you play too much.

Remember that as of patch 8.0 (BFA Pre-patch) you will need to toggle War Mode on first, otherwise you won't be able to use this item for PVP engagement fun time.

I've found that when you have the Ivory Talon active, your achievement UI is bugged so that some achievements don't appear. I'm guessing this is because your faction is removed, so any horde or alliance specific (even if they have an opposite faction counterpart) achievements are hidden. Not sure if it affects anything, but I figured I should comment this in case anyone else sees this and is confused.

Some things I would like to clarify at the date/patch of this post.

1. Priest method no longer works, Once the priest dies and Spirit of Redemption starts you don't get a mark, once the SoR ends, you still do not get a mark and the priest does get the debuff.

2. The 10 min debuff is INGAME time, logging out does not continue the buff duration, it will still be present once re-logging and count down.

3. The Halls of Valor method still works, pulling the 1st boss WILL drop the 10 min debuff, using this method with the WQ behind HoV turned a 10 min debuff into a 2 min turn around, the more players the better. (I also assume this will work for any dungeon, we just used HoV)

For the Halls of Valor method I would recommend you take off everything and aggro the mobs on the way to the 1st boss, once you pull the boss just die, when you release you will be at the entrance, just turn around and walk out.

Note* As stated above this is of the current patch, these may change in the future.

On the off-chance that someone else decides to do this grind, the 10.1.7 patch added Dreamsurges to the Dragon Isles; if you have access to Dragonflight content, keep your eye out for 梦涌领悟 (which is one of the options you can vote on every half hour, and will stay up for a half hour if it wins). The 50% reputation bonus DOES work with these tokens, making each worth 150 rep without any other reputation buffs. That takes the total of tokens you need to farm down to 280, if I've done my math correctly. It's a little too early into the patch to know how frequently Dreamsurge Learning is an option or if they're on a rotation or are purely random (or if the voting is region-wide or server-specific), but initial eyeballing from the first three days of the patch make me think it isn't too rare.

It also DOES stack with the Darkmoon Faire's 10% buff, at least as of last night, bringing that total down to 263 tokens. I wasn't able to test any of the other reputation bonuses (human racial, frost mage artifact, hallow's end buff, etc.) but my assumption is that they would stack as normal.

The dungeon debuff reset trick also DOES still work! I was doing my farming in the Operation: Murloc Freedom area because it was closest to the portals to Stormwind and Orgrimmar (easier to convince my friends to let me kill them once after raid) and tested it with the first boss in Eye of Azshara; the debuff drops as soon as you enter combat.

(one more bold DOES just because it makes me giggle :P)
