唤醒巨龙 is obtainable from finding, killing and then mounting the rare spawn stormdrake named 风暴之爪. EDIT: Updated to add the NPC - looks like it was added to the Wowhead Database 5/22/16 - woot!

Stormtalon is a rare 110 located in Stormheim. He is found sleeping on a rock

When fighting Stormtalon, he will cast a melee attack, Electrified Scales, and a Lightning Breath. I was able to kill him as a 104 Havok DH on 5/19/16 by using all my CDs.

When you kill him, you get the green arrow like you were to mount a vehicle. If you click on him, you are granted a buff called 风暴之爪. This allows you to ~~ride~~ fly around on your temporary mount for 5 minutes at 150% mount speed.

He did not drop any loot when I killed him, as he didn't technically die.

Something noteworthy to add: You cannot leave the area you capture him in or you will be dismounted. Be prepared to use your 鹏羽天角风筝 or a 地精滑翔器工具包 for a safe landing!

Edit to add information:

If you are in a group, only one of you will be able to actually ride Stormtalon. It appears you will not be able to share the achievement with other players in your party.
Appears that respawn is pretty random; was instantly the first time I killed him, but I went back the second time and it was 10+ mins. And it appears that (at least as of 9/3/16) that it may be closer to 10-20 mins (thanks Jai74)

Hopped on him and promptly tried flying across the little body of water to the big fire, only to get dismounted right away.

I just killed him, and tried to fly over the area with the wolves and bears, and was dismounted as well. So take care!

Found him first time I went around that area after talking to the NPC. Fight took a minute longer than I thought it would, so don't expect it to be like the normal Legion rare elite encounter. Flew around for a minute, once I left that small area, dismounted me and I am grateful for Glide.

I tried to fly him over the Straits of Hydrannon to discover an island I hadn't discovered yet, and I was dismounted. Luckily over water so I didn't go splat. But other warlocks might want to soulstone themselves before flying.

This mount did dismiss my hunter pets (which mounting the other animals in the area did not do), but it lets me do all other actions while mounted on the dragon. I could even continue archaeology digs in the area. Pretty awesome!

When you mount him, you can fly and attack (like the other mounts in the area), perfect for ganking unsuspecting enemies in the zone :-)

Just killed him and instead of being able to mount him, he just disappeared. The world quest for that zone is currently up, not sure if this has anything to do with it.

You can land and attack as normal and you won't be dismounted. Players killed with the dragon didn't count for the world quest when I did it and I don't know if I got any honor points.
However, if you're in a group, he can be great air support, the rider protecting everyone else from players and quickly zapping the beasts.

One of the most fun things in Legion so far
As a caster on that mount with a bit selfheal you're god for 5 minutes. No one can reach you or kill you and with a bit of good old prediction for the mounts ability you can burn everyone's HP within seconds.

As a shadow priest I just destroyed everyone in the area for 5 minutes straight.

If you have a companion when you are mounted on his back, they mount up on a flying mount as well in order to follow you. It's an interesting way to see what their flying mounts are, as well as proof that Blizzard already has plans for flying; at the very least, they have programmed our companions to have a flying mount to come with us.

it isnt signed on the map with a star, so you have to spam /tar stormtalon to find him

Make sure you kill this guy slowly! I killed him too fast with a lot of bleeds and it despawned. luckily found him again was sure to not make the same mistake

For the Feral druids out there. You cannot shapeshift while riding him. You are stuck in caster form.

This hasn't been mentioned anywhere yet, but you can easily obtain this achievement even if the PvP world quest isn't up at the time. (You'll probably have a better shot at finding him since nobody will be in the area). DPS him down to about 30% health, and he'll turn friendly. Click on him to mount up and you'll get the achievement right away.

I experimented for science, so that you don't have to. =(

After finding and beating Stormtalon, I used Ivory Talon (item for the hidden Talon's Vengeance PvP faction) and he despawned... =(

Beating him does however fill up ~50% of your WQ completion bar.

With BfA prepatch, this is no longer a pvp achievement and is listed under Exploration > Legion.
Additionally, while everyone says watch your damage (too much and he vanishes), you actually have to do very little to make this happen. As a M+ character (ilvl at time was 236), just an immolate and chaos bolt was enough to make him vanish. After 5 mins he still wasn't back and I was able to hop to another realm and found him. Just did drain life several times before he was rideable (at somewhere below 50% health this will occur).

One shot and disappeared, I have a hunt on ilvl 360. I waited 15 min and showed up again. I took everything off the gun and slowly hit it without pet. as he was about 20% turned into green and you could click on him ... GL

IMPORTANT!

Stormtalon doesn't spawn during the Legion Invasion. So If the Legion Invasion is up, don't waste your time waiting for him to spawn.

For shadowlands:
just unequip all and punch him with your fists.
You make around 20-30% damage to him per hit.

Found it instantly when i went there, seems nobody cares about this area anymore

Now it will not disappear when you one shot him, you can just mount him right away.

just did this 1 min ago, took out all my gear, one punched him and he went to 1%, right click and mounted him. i am not sure if i was completely lucky or they made it like this, to stay on 1% so you can mount him,

Whole-Body Shrinka' is your friend. Just unequip your weapons, use the toy and then engage the dragon with autoattacks.
