Wow, this seems awesome, maybe even the best bonus of 3 rogue's boots, potentially reducing vendetta CD a lot. Now the question is how much is that gonna contribute to overall DPS compared to other 2.

With a rank 6 刺客大师 it leaves a 60 sec cooldown on Vendetta. 20 sec duration gives you a 40 sec downtime. With these you need to spend 1200 energy in 20 secs to give a 100% up-time on Vendetta.

In 20 secs you can get off 13.3--20 Mutilates depending on the GCD, That's 731.5--1100 energy expended. Giving you a 15.6--3.3 sec downtime on Vendetta. Ofc that's assuming you have the energy regen for it and are using nothing but Mutilate.

With 25% Haste, the 2p set bonus and with the talents and rotation I chose, I think a more realistic down time would be around 20 secs. In a 5min fight I believe that makes these boots a overall 10% damage boost with rank 6 刺客大师 and 7.5% with out it?

凯瓦娜·暮行 / 奎拉·血刃 is an Assassination Rogue Alliance follower available exclusively through the Lunarfall Inn.

UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 28/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the new legendary world drops that are coming in Legion. Some of these drops are class-specific, and others are shared between classes (or have no class requirement at all!)

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from 翡翠梦魇 is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)

Some level of bad luck streak protection also applies to legendary items (i.e. the chances of you getting a legendary will slowly increase if you don't have one drop). (Source: Legion Summit Dev Interview, Video | Text Summary)
If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

Simple interpretation

Since allowing Energy to overflow is a waste, we can assume that any Energy regenerated is Energy spent. Thus effect of this item can be loosely interpreted as "Reduces 宿敌 CD by ". This does not account for any downtime in spending or generating Energy, thus "loosely."

Assuming 剧毒创伤 talented with 药膏专家 and both 割裂 and 锁喉 on target ticking every 2 seconds, 剧毒创伤 increases Energy regen by 10/s. With base regen at 10/s and no haste (blasphemy), we're sitting at 20 E/s.
With 50 Energy required for one second of cooldown reduction, every 5 seconds cooldown is being reduced by an additional 2 seconds. So 5 seconds remove 7 seconds from remaining cooldown, total cooldown is being reduced by 28.5%

For other extreme point (and clean calculations), with assumed 50% haste we're at 25 E/s. Takes 4 seconds to generate enegry for 2 second of cd reduction, so 4 seconds remove 6, and total cooldown is being reduced by 33.(3)%

So in the end, if you are not interested in very precise calculation, you can say that this item on average has effect of "Reduces 宿敌 CD by 30%". This does not account for Energy pooled/refilled with 宿敌, but it also does not account for exact value of haste. This is for lazy people that don't want to do their own calculations.

EDIT
For those interested in stacking cooldown reduction:
凝结的命运 has 3.51 PPM for Assassination, which means by calculations it reduces CD by ~0.3 second every second (0.2925 precisely). Adding this to calculations above:
0 haste: 5 seconds remove 7+(5*0.3)=8.5 for 41% reduced cooldown
50%haste: 4 seconds remove 6+(4*0.3)=7.2 for 45% reduced cooldown.

In their current iteration, which is hopefully bugged, these boots are very nearly useless. The only ability which seems to trigger the proc is Garrote, which even then seems to only rarely work. Consecutive mutilates do not seem to add up to 50 energy, and therefore are not reducing the cool down of Vendetta at all. With 6/6 Master Assassins, I am unable to reach over 50% Vendetta uptime (in bosses or on the dummies) with these boots.

Hopefully this link to a log will demonstrate this: Ursoc fight with 6/6 MA and these boots equipped, an all around well performed fight, but only 49.4% uptime on Vendetta. Will be submitting a bug post to Blizzard later tonight. Would love to hear any other rogue's experience with this item.

Got it.

Reduces the CD of 宿敌 to 60 sec (33,3 % uptime) with 刺客大师 3/3

Reduces the CD of 宿敌 to 30 sec (66,6 % uptime) with 刺客大师 6/6

Almost no difference between Ensang and AgPoison build.
Can improve DPS up-to 13-15% WITH 刺客大师 6/6.

Didn't took into account the damage from 暗影伏击

UPD: Got 3 Vendetta relicts. CD now is 40 sec.
