Patch 6.0

With the release of Patch 6.0, the drop rate of the Heirloom weapons from Garrosh Hellscream on Normal, Heroic, and Mythic difficulties will be significantly increased.
Players who have yet to get any Heirlooms will have a 100% (guaranteed) chance of getting a spec-appropriate Heirloom when defeating Garrosh on Normal difficulty or higher.
The chance of receiving additional Heirlooms beyond the first will also be increased.

So based off the sliding scale on wow head all of the BoAs will end up at 633 item level with Mythic (currently heroic) weapons going up on average 6 levels, Heroic (current normal) 7 levels, and Normal (current flex) 8 levels up at a time. There are a few levels that the increase is smaller or larger to balance out and end at 633.

If you are looking for the 2-Hander Hellscream's Decapitator on your Warrior and have yet to get your first 100% kill, you can set your spec to Arms as opposed to Fury and have a guaranteed chance that the 2-Hander will drop. If you have your specialization set to Fury there is a chance you may also have Hellscream's Doomblade drop into your bags instead. Take this into consideration when you are killing Garrosh for the first time as you can get one 100% BoA drop per difficulty on each character.

I don't think the scaling stats IG and on Wowhead are correct on this and other SoO heirlooms after Level 10...
