u get the patterns / plans when u obtain Exalted status with Argent dawn.

The vendor in Chillwind will then sell them to you.

IF u dont have all the Icy scale(or other stuff that gives about the same but in leather cloth and plate) you�ll be instant toast (instant freezed is a better way to describe it) by sapphiron and kel'thuzad. Everyone in the raid should have all of them. Btw these stuff looks like mage armor.

Craftsman Wilhelm at Light's Hope Chapel in the Eastern Plaguelands wants 8 Frozen Runes, 24 Heavy Scorpid Scale, 7 Essence of Water, 5 Cured Rugged Hides and 300 gold. You must also be of Exalted reputation with the Argent Dawn.

The following quests can be picked up from 工匠威尔海姆 at the Light's Hope Chapel in the 东瘟疫之地 by completing 奥玛里恩的手册 which you get from 大工匠奥玛里恩.
He's trapped in a cage in the first room of trash in the Deathknight Wing inside 纳克萨玛斯.
With a skill of 300 and high enough reputation, you will be able to choose from a total of 13 different patterns depending on your professions: 裁缝 (4), 制皮 (6) or 锻造 (3).

Patterns / Plans doesn't exists, all of them are taught by 大工匠奥玛里恩 in 纳克萨玛斯
