Her name is Iorioa. She is a female Draenei in the location described by Alariban, co-ordinates 58, 46. She will teach you Teleport: Shattrath and Portal: Shattrath at level 65.

This spell will save you a lot of time. As soon as you get to shat remember to pick it up. From shat you can use portals to get to all other cities of your faction. It's useful for being able to set your hearth at your leveling zone, so you can get there quickly, because your hearth isnt at UC, orgrimmar, or shat.
