You learn this by doing a quest in the Castle at Theramore, where you must bandage some patients and whatnot. Easy.

You have to bandage up several wounded NPCs that spawn in beads. Start bandaging one, while you are applying the bandage look around for the next patient on your priority list and target him so you are ready when you are done applying the bandage to the current one.

You must have 225 First aid to start this quest. Once completed you obtain Artisan First aid.
At level 240 first aid you can talk to the quest NPC again to obtain Heavy Mageweave Bandages.
At level 260 first aid you can talk to the quest NPC again to obtain Runecloth Bandages.
Finally at level 290 first aid you can talk to the quest NPC again to obtain Heavy Runecloth Bandages.

He's inside the main keep outside of which all the guards are practicing, NOT the giant tower. Go inside and hook a right, then a left and he's in that corner room.

It should also be noted that he will not give you the quest if someone is currently doing the quest. You have to wait until they are done. Sometimes there is even a line.

This quest is very easy as Horde; if you stand in the middle of the six pallets you can reach any of the injured, meaning all you need to do is select and bandage without wasting any time moving back and forth. Basic whack-a-mole.
As Alliance the injured spawn on bunks that are our of reach of each other -- but they are just
barely
out of reach. If you place the provided bandages on your action bar you can watch the range indicator -- move only as far from the middle as needed to be in range, and you'll be ready to jump to the critically injured soldier, even if they spawn at the opposite bunk.

Thanks as always to those who take time to give info on these quests. I think I did it a total of 5 times before I was successful. The key for me was the shift+V so that the bar appears above the character showing name/health bar. Also, none of mine was critically injured; they were all either badly injured or just injured.

(ally) is no longer required to earn 300 first aid. however, by completing the triage quest, you can learn all the bandages for free that you would otherwise have to pay a fair amount of gold for from the trainer.

It seems in 3.2 Blizzard changed this to be learnable from the trainers only. The Triage quest reward was changed to no longer teach this skill, and instead provides the player a gray-quality certificate.

This guide applies to HORDE only.
Please read the ENTIRE guide before attempting the quest because I point out many key points to the quest over the guide.
You can attain Artisan First Aid through the quest "
Triage
". The quest requires that your combat level is at least 35 and your that First Aid is at level 225. If you meet both of these requirements, go to Hammerfall, Arathi Highlands. The quest giver is
Doctor Gregory Victor <Trauma Surgeon>
whom is located in the building in the far southwest of Hammerfall. Upon accepting the quest, 6 injured soldiers will spawn on the mats in the center of the building. Use the bandages received at the start of the quest on the dying soldiers. This is the order of which your treatment priority list should go, from top to bottom:
Critically Injured Soldiers
Soldiers that say they are dying.
Badly Injured Soldiers
Injured Soldiers
Critically Injured Soldiers die the quickest and should be tended to almost immediately. Badly Injured Soldiers should be treated to before Injured Soldiers but they are not top priority. Soldiers that say they are dying will die as soon as Critically Injured Soldiers die, so they are high priority too. Injured Soldiers die the slowest but do still die so don't forget to tend to them. As soon as you get the bandages place them on your action bar or hotkey them as timing is key, even 5 seconds can be the time between failure and victory. Stand in the middle of the six mats so that you can reach any of the dead bodies from where you are. Click on the patient you wish to heal and click or hit the key for the
Triage Bandages
. While healing one patient, go ahead and click on the next one you wish to heal so that as soon as you finish you can hit the hot key again. If your patient dies they will dissapear and when you cure them they will thank you or cheer and then leave. If 6 patients die before you can heal 15 of them you fail. This quest usually takes several tries, even with a guide. If you can heal 15 people without 6 of them dying you can turn in the quest for Artisan First Aid which allows you to go to 300 First Aid.
Heavy Mageweave Bandage
- Can be learned from the same guy as the quest at level 240 First Aid.
Runecloth Bandage
- Can be learned form the same guy as the quest but at level 260 First Aid.
