Some Lore about this guy, taken from WoWWiki:

Tirion Fordring was one of the first five Knights of the Silver Hand selected by Archbishop Alonsus Faol, and was one of the heroes of the Second War. He later became Lord of Mardenholde Keep in Hearthglen before being stripped of his title and exiled for defending an orc, Eitrigg. Following the recent death of his son Taelan Fordring, Tirion committed himself to refounding the order of the Silver Hand. He now leads the Argent Crusade, an organization consisting of the old Knights of the Silver Hand and the Argent Dawn, against the Lich King and the Scourge. To this day he remains good friends with the orc veteran Eitrigg.

He can also be found in Old Hillsbrad Foothills (hes younger version of course) and in Western Plagued Lands, being involved in Death Knights chain quest.

The Ebon Watcher says: The Lich King is unlike any foe that you have ever faced, Highlord. Though you bested him upon the holy ground of Light's Hope Chapel, you tread now upon his domain.
The Ebon Watcher says: You cannot win. Not like this...
Highlord Tirion Fordring says: What would you have me do, Darion?
The Ebon Watcher says: Nothing. There is nothing that you can do while the Light binds you. It controls you wholly, shackling you to the ground with its virtues.
Highlord Tirion Fordring says: Choose your words wisely, death knight. You stand amidst the company of the devoted.
The Ebon Watcher shakes his head.
The Ebon Watcher says: Look upon the field, Highlord. The Lich King has halted your advance completely and won the upper hand!
The Ebon Watcher says: The breach you created was sealed with Nerubian webbing almost as quickly as it was opened.
The Ebon Watcher says: Your soldiers are being used as living shields to stave off artillery fire in the Valley of Echoes, allowing the forces of the Lich King to assault your base without impediment.
The Ebon Watcher says: The Lich King knows your boundaries, Highlord. He knows that you will not fire on your own men. Do you not understand? He has no boundaries. No rules to abide.
Highlord Tirion Fordring says: We will do this with honor, Darion. We will not sink to the levels of the Scourge to be victorious. To do so would make us no better than the monster that we fight to destroy!
The Ebon Watcher says: Then you have lost, Highlord.

You'll only be able to witness this conversation early on in the Argent Crusade quest line. In later phases, the Ebon Watcher departs.

He's wielding Ashbringer so perhaps there is a relation between him and the supposed Ashbringer quest line.

Actually you get it for him in a quest!

i wish you could keep the Ashbringer instead of giving it to him, but then again if this would cause the server to crash or have saurfang cleave you untill nothing was left of you

Unlike Hemet Nesingwary this guy is allowed to be in two places at once as he can still be found in Eastern Plaguelands dishing out the same old quests.

The voice for this character (you can hear it by left-clicking him), sounds surprisingly familiar - part of me wants to say its someone from chronicles of narnia (movie), but I can't be sure.
