You'll only be able to witness this conversation early on in the Argent Crusade quest line. In later phases, the Ebon Watcher departs.

When you pick up Once more unto the breach, hero he moves to 83 72 he is no longer in the hold.

Also note he and Darion Mograine have:

- The Exact same amount of Health
- The Same Swords
- The Same things said when you ~~right-click~~ on them

So its fairly obvious that this is Darion Mograine
