All the glacial set is needed for the Sapphiron encounter in Naxxramas. It is similar to the Vael fight in BWL, all about the resistance. Guilds near Sapphiron usually buy huge amounts for Frost Runes to craft those sets.

In Naxxramas Death Night Wing, past a few trash is an NPC prisoner in a cage.

He teaches you different frost resist recipes if you are a Tailor/Leatherworker/Blacksmith.

You must have High reputation with Argent Dawn faction to learn theses recipes.

To learn this Chest recipe (and cloak recipe) you must be a tailor and have exaulted reputation with Argent Dawn.

It's a deep blue colored Robe, looks nice.

The hard part in crafting it, is the collection of Frozen Runes, which are only found in Naxxramas Dungeon (On walls near Bosses I think?)

In the Deathknight wing, the man in the cage is Master Craftsman Omarion. If you are a tailor, you can learn this recipe. If you are an herbalist/alchemist like me, he gives you a book to give to Craftsman Wilhelm. You then have access to 4 quests (currently not on Thotbott), with rewards of:

Glacial Wrists
Glacial Gloves
Glacial Vest
Glacial Cloak

The only difference between learning the recipe and doing the quest is the quests require around 200g-300g on top of the other materials.

Now this is kinda $%^& when compared to most or all of the sets for a mage, but honestly i would wear this for the look of it, the blue makes me happy. But that said the stats are probably highly useful in Naxx, frost resistance FTW

The following quests can be picked up from 工匠威尔海姆 at the Light's Hope Chapel in the 东瘟疫之地 by completing 奥玛里恩的手册 which you get from 大工匠奥玛里恩.
He's trapped in a cage in the first room of trash in the Deathknight Wing inside 纳克萨玛斯.
With a skill of 300 and high enough reputation, you will be able to choose from a total of 13 different patterns depending on your professions: 裁缝 (4), 制皮 (6) or 锻造 (3).

Patterns / Plans doesn't exists, all of them are taught by 大工匠奥玛里恩 in 纳克萨玛斯
