Greater Agility still appears to be the best choice for a mixture of survivability and threat generation, but Steelweave most likely beats Dodge for the best defensive option.

Used well for my 39 Twink Paladin, believe it or not at level 39 that defense rating stacked with other Mail items from SM really makes a difference. Helps just in case you DO get hit, and allows you to carry that flag longer through Warsong.

If you don't need a resist enchant on your cloak while trying to get defense capped in resistance gear, that is if you don't need the resist enchant for your cloak.

For strait damage reduction in 25 mans, https://www.wowhead.com/tbc/spell=27961#comments will be a better option since you will be spam healed anyways.

Got mine on the 1st night of 2.4 in the Magisters Terrace off of a trash mob.

The guild Tanks were happy.

It drops from the 3rd boss on Magisters Terrace. Seen it drop twice and was told of another drop off the boss that guild mate got. Got mine on non-Heroic then went in for a Heroic and it droped again.
