The crafter is inside Naxx you either learn it from him or get it crafted from him I dont recall which it was but you have to be revered, plus like 100g to get them.

the Icebane Bracers, Breastplate and Gauntlets are obtained from Master Craftsman Omarion, who is in a cage in the first large chamber of the Deathknight Wing of Naxxramas. You can see this room from the central arrival area. He does not charge for the plans like a vendor, but rather grants them to you after a few simple dialogs.

The Icebellow Anvil also resides in this same chamber, on the right-side wall as you enter. It's conceivable that a group of 10-20 skilled players could clear this first chamber if one were simply on a crafting mission, but on the whole, I'd say there's currently no real chance of getting to the Icebellow Anvil to craft solo or with only two or three people along - it won't be like Incendius/Black Anvil runs until we can level up a bit past 60, I expect.

For the time being, merely prepare your crafting materials before your raid forms up, and you're set.

The following quests can be picked up from 工匠威尔海姆 at the Light's Hope Chapel in the 东瘟疫之地 by completing 奥玛里恩的手册 which you get from 大工匠奥玛里恩.
He's trapped in a cage in the first room of trash in the Deathknight Wing inside 纳克萨玛斯.
You will be able to choose from a total of 13 different patterns depending on your professions: 裁缝 (4), 制皮 (6) or 锻造 (3).
