If you are like me and can't find this quest. You're looking for Executor Nizrek at 66.9 32.08.

If Executive Nizrek isn't inside the building at /way #2216 66.3 30.7
and the guards are all hostile and teleporting you outside the city, here is what you do. You should have the buff Azj-Kahet pheromones already on you from a previous quest. Unfortunately, those pheromones only work if you enter the City of Threads at a specific location. That location is /way #2216 67.2 24.9
(This is the landing just South of the words "Umbral Bazaar" on the City of Threads map and just above the Tak-Rethan delve.)
Fly out of the city and then land there. Then go to the building. The mobs should be yellow and Nizrek should be there now.

I got myself into this problem because during the campaign I temporarily left the campaign to do something else and when I came back all the mobs were red and attacked even with the pheromones.

If it ends in a standstill for you, you need to finish this quest too to push the campaign further - Like a Spider on the Wall

When I turned in Rewriting the Rewritten, nothing happened, and no more quests were available. To pick up the next quest (Kaheti Hospitality) I had to go back to 65, 30 in the Burrows to find Anduin.
