If you are like me and went too fast and the NPC disappeared, I went back where you picked up the quest and relogged.
After that, the NPC was waiting for me at the quest location near the river.

Still bugged for me after 2 toons.

After a relog/drop quest, the same result:

Godoloto shows up ahead at 52.08, 63.17

It works well, the dude is not there because it comes from above behind river.

Go to coords 52.93 63.93 exactly and the dude will appear

I relogged, I reloaded, I dropped quest x4, I went to the precise coordinates given in each post each time and nothing...nothing at all. /shakesfist

edit: It finally triggered when I went off path taking a right before the stream you cross, up to what I will call a burial mound and ran back down again. Then the quest receiver was in the coordinates others have listed.

This quest chain is a reference to a children's story. The book is titled "A Promise Is A Promise" by Robert Munsch & Michael Kusugak with illustrations by Vladyana Krykorka. The premise of the story is that a young girl breaks a promise to her mother & ends up having nasty spirits called the Qalupalik that live in the arctic ocean try to lure her & steal her away from her family forever.

I present You Storyline Initiate's Day Out. This Storyline is part of Sojourner of Ohn'ahran Plains which is criteria for Loremaster of the Dragon Isles.

Quests in order I done:

1. A Disgruntled Initiate - Quest start from Windsage Ordven 63.13 34.13. Go to see Initiate Radiya 56.28 75.93.
2. Sneaking Out - place 3 totems: /way 56.65 76.21 /way 57.35 76.31 /way 57.03 75.47, then speak with quest giver and fly 54.81 66.41.
3. Favorite Fruit - First get 6 Wild Bushfruit 54.06 71.05 then fed 6 Lounging Mudstomper 53.92 65.74
4. A Promise Is A Promise - First speak with Initiate Radiya then go 52.06 63.21 and finish to Godoloto white bird.
5. More Adventure Than Expected - First go 51.07 62.14 to speak with Godoloto then go 47.50 54.22 speak with Initiate Radiya in tent.
6. Stealing Its Thunder - Go cave 47.57 56.00 and kill 3 Storm Extractor then go out 48.35 56.60 to speak to Lizi.
7. Sneaking In - Return to Initiate Radiya 56.20 77.03 in Ohn'iri Springs. That finish storyline.

Description
