Is there any point in not waiting until 60 to turn in those quests for the chance of epic upgrade?

If you want to complete this quest quick for easy xp go to the 4 beasts of bastion rares at 55,80 talk to Orator Kloe to trigger the rares and for each kill you get 4% so 16% in total towards this quest but if other people come along which they do you get the 4% for each one they spawn too so after 6-7 players spawning them your done in around 10-20 mins rather than hours of doing quests.

If you start from the Aspirant's Rest FP, it makes for a quick, sadfe run to the venue.

The turn text is wrong. It says to return to Hero's Rest but you need to go to Elysian Hold.
You can see the correct place to turn in the quest on your map, though.

Be aware: the weapon reward shown is based on your spec. You have to change your loot spec to see if MAYBE, there is a different option that is a better choice. (Which is just stupid, quest rewards normally show all options for your class, not your spec.)

Too Long; Don't Read

As a mage (regardless of spec) you only have two weapon choices for your reward: A one-hand dagger OR an off-hand.
The other three covenants will reward a two hand staff.
Either this is an oversight by the developers or it was done on purpose.
Either way, I suggest you turn this in at an earlier level well before you hit 60.
Save the two hand staff reward from one of the other 3 covenants until you hit 60.

For example:
Turn in this quest in at level 52, 53, 54, or 55.
Turn in Maldraxus at level 56 or 57.
Turn in Night Fae at level 58 or 59.
Save Necrolords until level 60.

The reason I say this is because it takes longer to go from level 59 to 60 than it does to go from level 53 to 54.
This way you will be stuck with a one hand weapon and no off hand for a shorter amount of time.
Also at level 60, the Necrolord staff will be at max possible ilvl which will serve you better until you get a better staff or a
one-hand + off-hand combination.

Alternatively, you could save this quest and one other covenant quest turn in until you hit 60 to choose a one-hand + off-hand
combination at maximum possible ilvl.

Another option is to turn in this quest and sell or disenchant the reward and just keep you ilvl 146 staff and wait for level 60 for your final turn in.
On the bright side, you gain 70K experience, 250 anima, 400 gold, and a +1 renowned when you return to Oribos.

This might all be trivial if all you are doing is Shadowlands content, knowing that it won't be long until you have a much better
weapon, but for this mage, I am spending a lot of time on other content ... like:

Warlords of Draenor - Working on my Garrison, garrison followers, missions, reputation, collecting garrison resources and oil for my shipyard.
Armies of the Legion - Working on my Class Order Hall, resources, ancient mana for Suramar, reputaion with factions, and world quests.
Battle for Alliance - Followers and Missions, gathering recipes and materials for professions, etc...
Pet Battles - Adding to my pet collection, doing pet battle dungeons, leveling up my pets to 25, etc...

So, for me, with this mage character, it might be a while before I upgrade my weapon(s) in the Shadowlands.
For you, none of this might matter.
