They are in Sinfull on the lower level (Sinfall Depths) to the left 61.62 76.34

Either craft or buy from the ah one of the following

Pink Party Hat
Red Noggin Candle
Crown of the Righteous
Fae Revel Masque

Update 9.1.5: learning of the cosmetic items has been changed and the items disappear upon adding to the collection, so pls be careful with that!

Old: You can first add the specific cosmetic item to your collection, and then turn it in for Rendle. He isn't choosey!

Don't be in a raid when you turn the hat in, or you will waste money like I just did.

Submit each hat at least once to get the Rendle's Big Day achievement.
You can buy it from the AH or find someone who can craft it for you.

9.1.5 Update: Do not equip before turning it in or you will lose the item!
~~Don't forget to equip and add these hats to your appearance collection prior to submitting it to Rendle! They don't seem to mind used hats.~~

Here's the professions and materials required to craft the respective hats:

Pink Party Hat
Tailoring
6x Shrouded Cloth, 2x Penumbra Thread, 1x Pink Dye

you must have the physical item to give to rendle, I have all of these in my collection but could not hand in it was greyed out

Cudgelface offers the quest RSVP: Rendle and Cudgelface.
He is located in your Sinfall Covenant Sanctum on the lower level, in the wing to the left of the anima conductor.
/way 61.6 76.7 Cudgelface

This opens up four repeatable quests given by Rendle standing right next to Cudgelface.
When you turn in a particular hat, the hat is consumed, and you can turn in RSVP: Rendle and Cudgelface to receive the
item RSVP: Rendle and Cudgelface for your party guest list.

The four repeatable quests are:
Sootible Hat: Pink Party Hat
Sootible Hat: Red Noggin Candle
Sootible Hat: Crown of the Righteous
Sootible Hat: Fae Revel Masque

The associated hats you need are:
Pink Party Hat (crafted by tailors or purchased from AH)
Red Noggin Candle (crafted by alchemists or purchased from AH)
Crown of the Righteous (crafted by jewel crafters or purchased from AH)
Fae Revel Masque (crafted by scribes or purchased from AH)

Each week that Rendle and Cudgelface. are available as guests and you want them on the list, you only need any one of the four hats to invite them.
If you use each of the four different hats, you get the achievement Rendle's Big Day.

Warning: If you have not collected the cosmetic appearance of a hat and you right click the hat, it will consume the hat and no longer be in your inventory and therefore not able to turn in to Rendle.

You can deliver one hat each week or you can give them to him in the same week?

Something confusing for me was that the hat is not for the quest giver(Cudgelface) but for Rendle. So when you have your hat click Rendle and you should be able to complete it. The problem for me was that Rendle was giving a Daily Covenant quest and it was not visible that the hat should be given to him.

Appears to be bugged in certain scenarios as of 10.2.6.

I have a rank 5 Ember Court and successfully RSVP'd all other guests so far. For some reason, Cudgelface is not offering me the RSVP quest despite Rendle and Cudgelface being on the guest list as Undiscovered. I have tried the following to fix:

Switch covenant off and back on to Venthyr
Completing the emissary quest offered by Rendle
Cycling Rendle and Cudgelface off and back onto the guest list
Turning off all addons

Not sure if it has something to do with a previous race or faction change, as I have 1 of 4 completed for Rendle's Big Day achievement - I must have been able to get the RSVP and turn in one hat back in Shadowlands.

Unfortunate as this RSVP is the last task I need to complete the entire Back from Beyond mega-meta achievement.

"Sootible" hats may be crafted by players who have the recipe and appropriate tradeskill.

Description

I heard about the prince wanting Rendle and me at 'is court. I aim to please 'im an all, but Rendle says 'e haven't got proper ah-tire. Says 'e needs a sootible hat, maybe somethin' posh that hints at 'is inner depths. He says the only good hats are: Red Noggin Candle, or one a them Fae Revel Masques. Or mebbe a Pink Party Hat, or a fancy Crown o' the Righteous.
