Simply collect scrolls until you come across the quest item "Locus Manual".

(Currently on the beta, there seems to be another scroll called "Locus Manual" but it is not the quest item, so if the quest doesn't complete, keep clicking on scrolls until you find the right one.)

To complete this quest you need to find the Locus Manual among discarded scrolls.
There are multiple objects placed over the quest area with different names - Dsuty Scroll Bundle, Tattered Scroll, etc.
You have to loot them until you get Locus Manual among them. I found mine at 55.40 60.55, but I'm sure its just random.

Commonly bugs on BETA. Abandon and Pick It Up Again if you have clicked all the scrolls and don't have it.

Locus Manual have chance to drop from Tattered Scrolls (not 100% drop rate).

I present Chasing a Memory part of The Path to Ascension Storyline Quest Chain in Bastion

Quest Name:	Start and description
1. Chasing a Memory	Pick Up quest from Kleia 54 73.5 and go to Mikanikos 55 64.
2. Directions Not Included	You need to find Locus Manual you can pick it up from scrols on ground rate is low. Do this quest together with The Prime's Directive.
3. The Prime's Directive	collect 12 Centurion Core is droping from mobs. return quest to Mikanikos 57 62.
4. The Mnemonic Locus	Use extra skill on 57.1 61.7
5. What's In a Memory?	Speak with Mikanikos kill the mobs and collect 10 Memory of the Forsworn and then press on fragment of Lysonia.
6 Lysonia's Truth	press on 4 Soul Mirror 58 64.5 - 58.9 62.7 - 59.5 59.5 - 57.2 54.5 is like in the cave.
7 I MADE You!	speak with Mikanikos and defeat Locus-Keeper Mnemis.
8 Mnemis, At Your Service	You need to find Ceremonial Offering 59.8 583 and Carved Kyrian Idol 60.6 61.9 they are in case. Then go to Locus-Keeper Mnemis 58.8 65.2.
9 The Vault of the Archon	First click on 2 Vault Guardian they are on left and right then go inside. Inside first go on left and speak with Mikanikos then move back to Kleia to help Her with killing mobs after last wave go inside tunnel on right to speak with Vault-Keeper Mnemis.
10 A Paragon's Reflection	Press on 6 Eye to activate them
11 Leave it to Mnemis	Move back and use Anima Gateway 57.7 67.2

For some reason, as of 12/13/2020 Find Herbs will track the scrolls.

I suspect you're just supposed to get all seven of these junk items before finally getting the Locus Manual - so just loot any eight:

Pretty sure it wasn't that way before, but now auto loot is disabled for the items. Guess they wrote all those titles and really want you to read them.

I was searching for the locus manual for hours. Absolutely drove me mad. The next morning I tried again, this time instead of just looking at the junk scrolls, I looted them as well. This seemed to cause the game to give up the manual within minutes. So, you probably have to loot the junk items instead of just glancing at the loot window for the manual.

Description

Look at this place! What a mess. The Locus is inactive and these "Forsworn" have taken over. We need to restore the Locus, but I do not know how. This place is not of my design, built long, long ago. Luckily, the previous Forgelite Prime was prolific. Recorded everything! If we can find her designs, I can certainly work it out. Even without Mnemis's help. Look around. Plenty of scrolls strewn about. Meet me near the Locus when you find what I need.
