If you dont see Fearbreaker you need to complete quest Shores of Fate

-Are Level 120

If you are on the "Walk With Magni" part of Return of the Warrior King" and cannot pick up Fearbreaker with Magni standing there with a white question mark and Anduin Wrynn still sitting on his throne, abandon the quest and go pick it again from Anduin Wrynn. He will get up and walk over to Fearbreaker. Then you will be able to pick it up.

I've been waiting for the chance to see Magni's updated maces in game. I bought his action figure, and I was expecting Fearbreaker to have rams heads on it.
Though I suppose that it's a dwarf king's equivalent of a scepter and not an actual weapon, hence Fearbreaker's appearance. Just speculation.

So there is a phasing issue in 9.0 where there is interference between the night warrior and Darkshore quest chain and the Legendary cloak and visions quest chain. If you have started the Shores of fate you will not be able to complete this because I am not seeing Fearbreaker in the room when you walk with Magni to it

I feel silly posting this, but he won't have the fear breaker in his hands - it is hanging on the wall directly in front of him.

If you do this quest in Shadowlands, you'll be treated to hilarious scene of Anduin leaving the throne to go get Fearbreaker, and then walking back as your pick up next quest, only to find throne already occupied by Turalyon.
