You can start this quest in Dazar'alor near the map in The Great Seal from Rokhan .
This quest popped up for me immediately after Zandalar Forever! scenario and revered with the Zandalari Empire.

You need to go to the Echo Isles

The easiest option is to use the ship in the Port of Zuldazar
It is near the main Horde The Banshee's Wail ship with Garona and Nathanos Blightcaller.
Can watch the quest video below if you can't find the ship.
Use portal to Orgrimmar in Dazar'alor and fly to the Echo Isles

seen that ship all the time until i rec. this quest. now i haven't seen her since then. whats up w/ that, any one else / ideas as to why no ship when u need one.

The ship that you are looking for is a taxi similar to taking a zeppelin or boat around the rest of Azeroth.

You can find it on the docks just past the boat with Nathanos Blightcaller and the BFA mission table. The boat isn't always there but should show up within a minute or so if it is not present. There is an NPC named Toranko at 58.05,64.95 on the docks in Dazar'alor that will confirm that you are in the right spot.

Just hop on and the boat will take you directly to The Echo Isles.

And remember when you get to the Echo Isles your're in old world content...you can use flying mounts.

I suggest heading off to the smaller islands if you're doing this earlier in the expansion as there are going to be a lot of people around killing all of the Mindless Trolls. The island marked as Zalazane's Fall has tons of mobs and hardly any other players.

The quest Zalazane returns shows up as available but Rokhan is nowhere in sight.
is there another place to find him to pick up the quest?

8.0 Vol'jin Quest Chain

You pick up the first quest from Rokhan in The Great Seal. You will only see this quest pop up once you've completed the Zandalar Forever! achievement. This quest chain starts "The Fallen Chieftain" portion of the Spirits Be With You achievement. Note: You will not be able to start this chain if you are on any part of the Zandalari Troll Allied Race quest chain.

5. Vol'jin, Son of Sen'jin

The next part of the chain you pick up from Bwonsamdi in the Necropolis in Nazmir. You must have the prior quest chain completed. This quest chain starts the "Justice For The Fallen" portion of the Spirits Be With You achievement.

8.1 Vol'jin Quest Chain

This quest chain requires you to have the 8.0 and 8.1 War Campaign completed (you can check your progress on the War Campaign by opening up your quest log and checking the top right hand corner for any leftover quests you haven't completed). Exalted with the Zandalari Empire as well as have the prior Vol'jin achievement Spirits Be With You.

If i have the Zandalar forever achievement on another toon, can i still get this quest on an alt if i get the rep revered?

I have the acheivment and revered yet I still don't see the NPC Rokhan. Could there be some other way to see what I can do to start this quest chain? Another way to unlock the quest giver?

I did Zandalar Forever! on this character but not the 3 zone questlines. I wonder if that's the problem with Rokhan not showing up.

Wowhead, I'm not sure why, but the map is all black with a single yellow ! mark. I've tried reloading the page but it's the same. Could the jpg or whatever file format you used have gotten corrupted. Did N'Zoth get his hands on it?

Ok, so what are the prerequisites for getting this quest? All of my other alts have done it as the story line of Zuldazar progressed. I did the character I'm on now bypassing most of Zuldazar and concentrated on the other two zones. Now I'm trying to do it, my rep is not only at exalted but 5,525/10,000 for the Zandalari Empire Supplies. Yet I can't find Rokhan anywhere to give me the quest. I've flown all around Zuldazar and can't find him. I know he talked to my other alts to send them to Echo Isles, they didn't just go there out of the blue. So, please, what am I missing. I completed the Zandalar Forever! story line. What else is needed to get this quest?

Wowhead, would it be prudent to include prerequisites on quests like this since they won't show up unless something else is completed first?

Edit: wow, no sooner did I press enter on this then a quest popped up on my map, Zalazane Returns. It was not there before (although I kept seeing a ! appear and disappear when I tried to hover my mouse over it when I first started looking for that quest.) Might be one of those phasing issues Blizzard can't seem to nail down and fix. Anyway, that "glitched quest marker" didn't start showing up until after I completed the Zandalar Forever! story line, so that might be the prerequisite for it. IDK, I'll have to run another alt that I skipped this zone on again and look before and after finishing the Zandalar Forever! story line. Hope this helps other people looking for it.

Edit: BTW, Rokhan is standing next to Baine Bloodhoof at the Great Seal if anyone was wondering where he was.
