When I first clicked on the Netherlight Crucible, it kept saying "Requires Netherlight Crucible." I was really confused for a while, then figured out that it meant I was too far away. (Usually when you click things that are too far away, either nothing happens at all or you are told you are too far away-- as opposed to being told that it requires the thing you clicked). I stepped up very close to the crucible's opening and then when I clicked it, it worked. This may sound silly, but in case this happens to anyone else, that's what worked for me.

Go to the lower level in the Vindicaar and click on Netherlight Crucible and back to NPC.

Once you've completely activated the crucible and can use it to upgrade your weapon's relics, it is available to your alts. This is awesome but causes a bit of a problem with this quest. When an alt approaches the crucible, they see the book to do upgrades, not the hand to do this quest. I finally got it to be the hand by just standing there in front of it for a minute or two (how long it took me to come here to see if anyone else had mentioned it). So, if you're trying to do this quest on an alt, take a break and come back--you should be able to complete the quest.

If you're doing this on an alt with the NLC already unlocked, the spot you need to click on is the small glowing orb in the front center. The hitbox is quite small, but the cursor will change away from the book cursor when you're on the right spot.

Description

I sense it. The nobility in Xe'ra's heart. Her relentless defiance of the Legion. Let this be her legacy. In building the Vindicaar, we fashioned the Netherlight Crucible to harness the tremendous powers at play on Argus. I believe Xe'ra's essence is one key to that potential. Yet the Light alone is not enough. Without balance, there can be no harmony, no cohesion. Infuse this essence into the crucible, champion. It is the first step in unlocking the strength needed to end the Burning Crusade.
