Nokali the Scarred is near the windrider (SubZone: Grand Bazaar)
Doomsayer Volkini is near the docs, just a little bit left. You will see a stairs down to the water near him.(SubZone: Port of Zandalar)
Dockmaster Cobo to the left from questgiver, there are some buildings, just find questgiver and move left, don't go upstairs (SubZone: Tal'farrak)

You have to deliver The Word of Zul to three npcs:

Dockmaster Cobo can be found at 56.4 55.6 spot, go left from quest giver.
Nokali the Scarred is located near flightmaster, coordinates are 58.5 59.4.
Doomsayer Volkini is located near Nokali, but one level down, at 58.9 60.7 spot.

This quest is glitched. As you hand the word over to Volkini, she just disappears.

In the Beta, she would run away into the distance and shout: "The time has come! I must tell the others. Those still faithful to him must know."

So if anyone wonders why she just disappears into thin air, now you know what's supposed to happen.

Just if anyone is interested in what these NPCs say when you give them the word of Zul:

Dockmaster Cobo:

Zul's visions, bah! Did he tell you about de time he predicted Zandalar would sink beneath the waves?

He was wrong. Oh dere was damage, but Zul fled, with our fleet, and started a few wars. Those of us who stayed, endured. We rebuilt. Because DAT is what it means to be Zandalari.

Nokali the Scarred:

So de time has come at last. I have been saving dis messenger beast since de Thunder King rose. It would seem its day has finally arrived.

Doomsayer Volkini doesn't say anything when you give her the message, but she just disappears! But, before you give her the message, she yells:

Zul forsaw the Cataclysm, and we did nothing. We watched as our king banished him. We watched as Zul took our brothers and sisters into exile with him. And we saw de destruction dat came with the Cataclysm!

Say what you want about Zul but he has some big cajones. He basically has you delivering the message to others to get them to join his assault.

If you read the actual The Word of Zul item in your bags, there's a closing message to you from Zul. He states that he foresaw you reading his message.
And unsurprisingly, the note itself is not incriminating.
