For this all you need to do is accept the quest Armies of Legionfall and talk to Khadgar on the Dalaran Flight pad.
Once you complete that quest you can then accept Assault on Broken Shore and do the following.

Assault on Broken Shore
For this Quest/Scenario you need to do about 8 stages.
Stage 1: Tell Khadgar you are ready and fly to the Broken Shore.
Stage 2: Kill demons on the Broken Shore till the bar reaches 100%
Stage 3: Kill Lord Kalgorath
Stage 4: Close 3x Legion Portals & Reach 100% on the bar by killing demons (Again).
Stage 5: Kill Dread Commander Arganoth
Stage 6: Take the Gateway Portal
Stage 7: Plant 7x Arcane Bombs along the command ship
Final Stage: Kill Mephistroth(Sorta)

A couple Cinematics later and you are now on the Broken Shore!

1. Armies of Legionfall
• Accept the quest, Armies of Legionfall, either through logging into the game and selecting the quest, or by clicking on your Adventure Journal and selecting "The Broken Shore."
• Travel to Krasus' Landing, in Dalaran to coords 66.24, 42.04.
• After meeting with Archmage Khadgar, follow him and turn in the quest.

NOTE: Next quest is Assault on Broken Shore

Heads up, if you find this quest is not offered, it is likely because you have not unlocked World Quests by finishing Uniting the Isles.

Can anyone else confirm this: Once you complete Uniting the Isles on ANY character (account wide) you don't have to do that quest on your other characters and can jump right to Armies of Legionfall?
I haven't gotten full rep gains on my DH on my new server, but I am already on Armies of Legionfall.

Currently in 8.1 you need to complete Uniting the Isles. This is easy in BFA as all reputation milestones are account wide. After that Khadgar will show up at the landing with the quest. Having the quest complete on other characters does not seem to matter. Does not require a complete order hall campaign. It is however recommended as a later step in the chain requires the completed campaign!

This quest didn't automatically pop up for me. I tried relogging as suggested in comments, but still nothing. I opened the map and saw a quest mark right next to me as I was standing in the middle of Krasus' Landing. Turns out I had to speak with Khadgar to accept the quest.

So, i havent completed the Uniting the Isles, didnt start Armies of Legionfall and i HAVE TO do Assault on Broken Shore even before i can start The Tranquil Forest quest that leads me to first questing area, Val'sharah after landing for the first time in Fel Hammer, and just received Twinblades of the Deceiver. I've been able to provide only one of Pillars so far...

9.01 Uniting the Isles completed on another Character but still wasn't given it from Khadgar to complete had to accept and complete quest A Falling Star after going to the Exodar finishing that part of the story and coming back Khadgar had Uniting the Isles waiting for me.

I can't seem to finish this quest as he just walks to the Flight pad and then despawns. New character so probably need some pre-req but don't know which one :/

New character in 2021 here.
From Khadgar in The Violet Citadel take Uniting the Isles and finish it right there, you don't need to do anything.
Then go to Krasus' Landing and talk to Khadgar there at 66 42 take this quest Armies of Legionfall to start.

To get this today, I had to complete 'Uniting the Isles' (another character had the reputation) and then complete the quest 'A Falling Star'. In a couple of quests, it takes you to the Exodar scenario - complete that. Once back in Dalaran, Khadgar was at Krasus' Landing. Hope this helps.

It only took a 2 weeks to figure out on my own so sorry if the info is spotty but I've completed both my Druid and Hunter doing these steps. So hopefully it will also help someone else out too.

If you are trying to complete the Class Hall Mount questline you MUST complete Armies of Legionfall on the alt you are on to continue with mount questline. It doesn't matter that in 9.1.5 that Breaching the Tomb is account wide if another toon already has completed all of it. You absolutely need to complete it otherwise you'll hit a dead end with no help from Blizzard Customer Support.

To be exact for the class mount you need to complete your order hall campaign, various 1-2 hour mission table quests, various dungeon/raid kills, Goddess Watch Over You, Armies of Legionfall, In the House of Light and Shadow, and of course the mount questline.

A few quick tips you need to complete Goddess Watch Over You before you can get Armies of the Legionfall to pop up. In order to complete Goddess Watch Over You you must do all the main quests in Val'sharah. Those will be marked as a yellow exclamation point on the world map in order to trigger the Ysera corrupted questline and collect her tear. Also you need to get the cut scene from In the House of Light and Shadow. Meaning you'll need the Light's Heart in your order hall. Some of the Order Hall's like the Hunter's need specific followers to continue their Order Hall Campaign. I highly suggest you to look up the full Order Hall quest chain and grab Wowhead's /run to see if you've completed a specific quest. This came in clutch with the my hunter and some of the quests in the Order Hall chain can be skipped due to them being "crumble" quests that invalids other ones.

One thing not made clear in anyone else's posts here is that as well as the other requirements (Lvl 45+ & completed Uniting The Isles seem to be the minimum), you need to have completed up to and including Advancing The War Effort (completing 10 WQ) in your Order Hall; as soon as i handed THIS in & went back to Dalaran, Khadgar was there on Krasus' Landing.

(This is on an alt, where my main had already done all the Legion content back when that xpac was live, so for players new to the Legion stuff, there may be other requirements - eg, there are two "Uniting The Isles" quests - one that requires the rep with all the Broken Isles factions, & the one i linked above, which is literally an 'accept-and-hand-in' quest with no further action required; this second quest is clearly for those who have already done the other on a previous character.)

Just adding to what's been said in previous comments. If you are have already done the Legion questlines on your main and you don't see this quest go to Khadgar in the Violet Citadel and accept Uniting the Isles it will allow you to turn it instantly. This will unlock the Armies of Legionfall at Krasus landing. Hope this helps

During Pre-patch it is not possible to complete "Uniting the Isles" and therefore also "Armies of Legionfall" cannot be completed.

I guess we will have to wait for Khadgar to return once TWW goes live.

Having an issue getting your new alt to start your class hall questline for Legion? COMPLETE The Harbinger QUESTLINE! It borks up the zone in Dalaran for the class quest! Don't be like me, running around for a week, trying to get answers from Blizz Support (who pointed me to this questline incorrectly)!
