Archmage Modera offers "A Gift From the Six", the follow up quest that actually opens the new traits.

She also offers the Resto empowerment stating quest, so I didn't realize this for a bit.

I completed "One step behind" but didn't get the achievement/unlocked traits. There was no video for this quest line but I watched the end of one of the other videos and saw someone talk to Archmage Modera (next to Khadgar). She has a quest :
"A gift from the six" A Gift From the Six
that unlocks the traits.
I didn't notice her quest exclamation mark over her head because she already had one for the Holy artefact weapon which I hadn't taken yet.

Empowering Trait Questlines
There are seven questlines, providing variation among roles and specializations. You can pick up this quest after earning 35 traits on an artifact weapon. The quest starts from The Broken Shore: Investigating the Legion and Khadgar encourages you to find Mysterious Runebound Scroll from a random mob on the Broken Shore. Which gives you Legion Threat: Suramar and then Legion Threat: The Necromancer

Archmage Karlain will give the quest the Twisted Twin which is spec specific. The specs for this quest are Shadow Priest, Affliction Warlock, Marksmanship Hunter, Balance Druid, and Frost Mage

If you see a yellow exclamation mark in Broken Shore and can't find the quest giver, he's in the cave where you did the previous quest, Runes of Rending.

I didn't talk to him after I did the rune walk, and then spent 2 weeks not being able to find him.

And here I thought that Karamon could possibly stop Raest~~lin~~ Ma~~jere~~gespear from going into the Rift...Some things never change.

Return to Khadgar in the Violet Citadel in Dalaran.

Description

It looks like Raest is out of our reach, but at least his cultists should prove less of a threat. We should return to the Kirin Tor. They should be able to help us plan our next move.
