Via a blue comment on forums:
"Rise of an Empire requires 3950 rep with Dominance Offensive. It was available immediately on the PTR for testing purposes."
I still have no idea if they mean 3950 total rep (950 into Friendly) or 3950 Friendly.

Three things:

1. I was awarded this quest at 1015 into Friendly.
2. The nearby NPC will offer a free flight to the Shrine. I assume there's a bug because the NPC will say that he'll fly you to the Shrine of the Seven Stars (the Alliance base) but he does fly you to the correct location.
3. For those confused by the placemarker, Garrosh is located on the 2nd floor (inside the actual shrine, not the terrace) in the room adjacent to the Challenge Mode vendor.

Garrosh won't appear for me, despite being the objective of this quest. Is anyone else having this problem?

He is actually in the chamber of wisdom, just past the bank. 32/83
Or go in through the left door, into the Chamber of Masters and up the stairs in the back, left side.

I hit 1015 friendly, and had heard about this quest, but it did not pop up for me.
I flew to Domination Point and General Nazgrim was there at the fire pit with the quest to give.
So if you're waiting for it to pop up and it hasn't, try checking with Nazgrim himself.

Not sure why this is getting marked down. Having to go retrieve the quest is quite different than having it pop up automatically. Unless they've hot-fixed the issue.

Not important, but for Horde, picking up this quest and talking to the Monkey that send you to Vale you'll see:

"Please take me to Shrine of Seven Stars"

I was expected some PvP right after I land but in the end I landed in Shrine of Two Moons and completed the quest talking to Garrosh.

If you, like me, happen to be doing the Golden Lotus Exalted quest line (I was on the quest Might of the Three) it seems you will not be able to complete Rise of an Empire

Shrine of the Two Moons appeared deserted except for Garrosh and some of his guards, but quest did not complete even after talking to Garrosh himself (grey question mark above his head)

You have to complete the Golden Lotus quests before you can finish this. Worked for me at least.

I hit friendly, and I've yet to be able to pick up this quest. I'm standing right in front of Nazgrim, and he offers me nothing but the chance to queue for A Dagger In The Dark. I've done all the aforementioned quests, I've tried logging out and logging back in. I'm unsure of just why I can't get this quest.

I'm going to check back after my server resets and hope that it is there then.

you need to take the TakTak's fp to do this quest, you CAN NOT hearth. For some reason it won't phase you.

If you're 120 and started anything related to patch 8.3, you might have to speak with Zidormi before being able to do this quest.

As of 8.3 you need to go back in time in order to turn this quest in. While in the corrupted phase Garrosh will be phased properly, but you will NOT be able to turn the quest in (the "?" will be grey and stay grey), so fly to Zidormi to go back in time, fly back to Shrine of Two Moons, go up stairs on the West side, into the room called "Chamber of Wisdom" and Garrosh will be there, waiting for you with a yellow "?"

Okay, so i am in the right timeline, I have exalted rep with the faction....just never did the campaign...and I have done Dagger in the Dark and all quests before that. BUT when i walk up to Garrosh the quest won't turn in. The question mark is silver and when i click on the quest it just does nothing. Help?

if anyone is as silly as me: it's simply upstairs.
I thought there were some kind of phasing issue while doing this during Pandaria Remix but no, it's just upstairs to the left

Just reposting a comment I left in the last quest in the chain to help out anyone running Pandaria Remix, after doing the Dagger in the Dark scenario this follow up quest didn't show up for me initially, but appeared after I did some dailies in this area and my rep with Dominance Offensive got to 1,000 out of 6.000 Friendly
