I am unsure about the accuracy of this quest post. I found Kherran outside the instance. She was caged half way into the cave that leads to Maraudon. She is hostile towards my character which is irritating since I need to speak with her to complete a quest. Does she occur twice?

You need to be neutral with the Gelkis to turn in the quest. If you get to Kherrah and she is red, you will not be able to turn in the quest. There is a quest next to her on a table to the left of her cage. Complete this quest. When I went back to her after completing this quest, she was yellow. I was then able to turn in the quest.
