I am unable to get this quest atm but i havent done any of the other quests at the Fizzcrank Airstrip. Are any of them prequests or do you need a better faction standing?

at lvl 68 i did this quest and i had to complete the quests from let bixie know to there's something going on in those caves and it opened up.
