I present Shadowlands Arrival in the Shadowlands Storyline Quest chain.

Quest Name:	Start and description
1. Stranger in an Even Stranger Land	When you will enter to Oribos you will get auto quest. First speak with Protector Captain and follow Him. Then speak with Overseer Kah-Delen and finish quest.
2. No Place for the Living	Just speak with Overseer Kah-Delen
3. Audience with the Arbiter	Speak with Tal-Inara and you will be teleported, will be a movie. After movie speak with Tal-Inara to return.
4. Tether to Home	press on Shadowlands Map will be a short video then speak with Highlord Bolvar Fordragon
5. A Doorway Through the Veil	Speak with Ebon Blade Acolyte and follow them at end speak with him one more time to drop portals, then return to Overseer Kah-Sher
6. The Eternal City	on this quest you will go around city Oribos to familiarize yourself with the locations. Go to 5 locations - 40.4 32.7 - 60.5 31.5 - 67.4 50.1 - 78.6 49.1 - 64.1 68.3 after all back to Overseer Kah-Delen.
7. Understanding the Shadowlands	Speak with Tal-Inara after finish conversation speak with Overseer Kah-Sher and follow him and use teleporter.
8. The Path to Bastion	follow Overseer Kah-Sher then press on Ancient Focus to Open the gateway to Bastion.

There should be a cutscene that starts once you talk to Tal-Inara, if it doesn't, abandon quest and take the portal towards the back of the platform and get the quest again.

In case you want to read it altogether, here's the dialogue that occurs during this quest with significant actions in < >.

<Upon going up to the Crucible in Oribos, you see the Arbiter, floating lifelessly above you. You ask Tal-Inara what this place is.>
Tal-Inara: She is unchanged. Ever silent. Ever still. When you arrived in Oribos, I saw the Arbiter stir for the first time in many cycles. It gave me hope that she would awaken and resume her blessed Purpose. Mere words cannot describe the glory that was. Step forward, that I may show you.
<A cinematic starts.>

<You see the city of Oribos, with pure white streams of souls entering the Crucible above and exiting to the four realms of the Shadowlands and the Maw. Tal-Inara begins to narrate.>
Tal-Inara: For uncounted eons, the Shadowlands was in perfect order. Infinite afterlives, with Oribos, the Eternal City, as the shining heart.
<We shift to a view of the Arbiter, active and well.>
Tal-Inara: Every mortal soul came before the Arbiter. And she, ever wise, experienced all that had shaped a soul in life. With this knowledge, she consigned every soul to the afterlife it justly deserved. Until...
<We shift to a view of Oribos again, but with an ominous red bolt of energy entering the Crucible from above with the other souls. It did not flow with the other souls; it came straight into the Crucible. The red bolt strikes the Arbiter, causing her to scream and convulse. After the energy fades, the Arbiter is still alive but seems lifeless and unmoving.>
Tal-Inara: In that dread moment, our perfect order was shattered.
<The soul streams to the four realms of the Shadowlands are each cut off with a red burst of energy near Oribos. The souls now pass directly into the Maw from the Crucible.>
Tal-Inara: And so it is that every soul, kind and cruel alike, is denied its rightful afterlife, and instead is damned to the inescapable torment of the Maw.
<The cinematic ends with a view of the red vortex of the Maw.>

<Back at the Crucible:>
Tal-Inara: Now souls rich with anima travel only to the Maw. We have tried everything to stop it, to awaken our blessed Arbiter... to no avail.
<You tell Tal-Inara that you are ready to return to the Enclave.>

Complete Orbios introduction is broken with 9.2.7. No dialogues appear at all.

The quest dialogs to "talk to the voice" are a bit glitchy. If she doesn't respond, step away a couple of steps to disengage her focus and then step back and try again. Or select another NPC and select her again.

If you disconnect or log out during the "Listen to Tal-Inara" phase and get stuck in The Crucible, drop the quest: a portal will appear on the floor in the corner opposite to the Arbiter that will take you to the Ring of Fates and you can then take the quest again.

Description

I am Tal-Inara, Honored Voice of the Arbiter. I speak for she who is ever silent. The Arbiter watches over Oribos. She blesses us with her wisdom. Every mortal soul that enters the Shadowlands passes before her for judgment. In the merest fraction of a moment, she sees every glory, every folly, every joy, every regret. With this knowledge, she chooses an ideal afterlife for that soul. At least, she did. Not long ago, catastrophe struck, and ... Come. Some things are better seen than explained.
