This quest is picked up from Magni inside of the Halls of Origination solo scenario. If you hearth out before picking up this quest you can easily go back through the HoO portal and talk to Magni again to get the quest. It is turned in to Magni inside of the Chamber of the Heart once MOTHER goes through her RP about the Heart Forge.

I picked up this quest from the Chamber of Heart after handing in Surfacing Threats -- not from inside the HoO event as suggested by another comment.

It was confusing as the objective is "Listen to Magni's plan" but Magni does not say anything. I found that this quest became completed after I had done the other quest from MOTHER in the same room. ("Cleansing Corruption")

Had problems completing this quest. I was unable to talk to anyone in the room and Magni and MOTHER weren't doing any of their RP to complete it. I had already completed the quest "Cleansing Corruption" mentioned by OldWolf2 as well.
Logging out and back in fixed this problem for me.

In 9.0 pre-patch a I ran into an issue similar to the one Saluun and OldWolf2 had. In my situation I was in a raid party from defeating a World Boss in Uldum and the quest was not completing. I realized I was in the party, I left the party, and re entered the chamber and the quest completed.

I did this quest line today on an alt, and King Phaoris did not offer this quest. I talked to Zidormi and changed timeline in Uldum, and I suddenly had the quest in my quest log.

If you can't pick up the quest, run out of the building and than back in. It popped up for me after doing that.

Description

Thanks fer helpin' me back there at the forge. It's vexin' that N'Zoth was able to infiltrate it so quickly, but at least we arrived in time tae keep it from bein' completely wrecked! Now comes the task of gettin' her back tae a hundred percent. MOTHER has been workin' on a solution, and we think we've got a plan.
