It doesn't matter which option you choose for the last part of the "negotiations". The response from the rep and from Gazlowe is the same.

You need to talk to Suga Blastcaps down where the Shred-Master is (aka where all the professions are) for the supplies, Ricket (right over the bridge near the professions to the north) to get Ricket recruited, and Greasemonkey Union Rep (basically over the E in The Zocalo if you go further north than Ricket) to get the Union negotiations complete.

The location for the quest giver, Skaggit, is wrong on the map here. He is actually located in the western portion of Port of Zandalar, NOT in The Great Seal. The location given (42.2, 87.6) is correct, but the map shown is incorrect.

If you, like me, are on the quest line to recruit the Zandalari trolls allied race (any point of it as far as I can tell), you have to either abandon or finish the quest line first, or the area where you talk to the union representative will be full of rioting speakers and the door to the bar will be closed.

The first two visits to the Great Seal area are easy. When you visit Greasemonkey Union Rep at the third area the Great Seal, indicate that everyone gets the benefits when you are prompted. Say you're here to party at first, then select the option that all benefit. That unlocks completion. (Each prompt appears - bottom line is to select that they all benefit and you spit to lock in the deal.)

I am NOT on the quest line to recruit the Zandalari trolls allied race, but when I get to the bar for the union rep, the doors are closed and the rioting speakers keep attacking me. Any suggestions as to how to get the doors opened?

The NPC by the scrap machine was not there to talk to. I then completed the Load of Scrap outpost quest and came back. The NPC appeared and I was able to complete that part of the quest.

If you have accidentally completed ANY of the zandalari troll unlock questline, you have to complete that questline or the rioters will be keeping you out of the union part of this quest.

Gazlowe's got a new job for the crew.
The union rep sets her drink down on the table and frowns.> Greasemonkey Union Rep: Yeah, I thought you were gonna say that... Listen here, bub. This crew just got done working overtime. They're enjoying some well-deserved R7R. Gazlowe's gonna have to shatter his whole piggy bank if he expects them back on site so soon.

I don't have time for this. Get your crew on-site right now or you're all fired!
Greasemonkey Union Rep: Fired? You sound like that fat ol' Gallywix. That cheapskate can't keep a good crew like ours on-site for a week! <The union rep stands up tall and shoves her finger in your chest.> Listen here, cupcake. Gazlowe don't run his crews like that . We got a union and we got rights! If Gazlowe wants us to work, he knows he's gonna negotiate with us. He wouldn't send you here to threaten us. So what you are up to?

Okay, I Lied. Gazlowe's authorized overtime pay.
Greasemonkey Union Rep: That ain't gonna be enough this time. What's the point of overtime pay if you never get a vacay to spend it on! Nah nah, goldpockets. You and Gazlowe gotta offer up somethin' special for this crew this time.

I'm getting tired of negotiating...
Greasemonkey Union Rep: Tough cookies, sweet cheeks! You think YOU'RE tired after negotiatin' for two minutes? This CREW's tired after working all week! Gazlowe's always been good to us, so I don't know what he was thinking sendin' a two-lipped goon like you down with nothin' but mush for brains. You better wise up, or better yet, get outta here and tell Gazlowe to send someone who isn't Gallywix's brain-twin to talk things through with us.

I, uh, guess I forget that Gazlowe also authorized hazard pay for the whole crew.
Greasemonkey Union Rep: <The union rep smirks and nods her head.> Now we're gettin' somewhere. Triple the normal pay... I can sell the crew on that. Look, everybody on the crew loves Gazlowe. He takes good care of us, so we're gonna take care of whatever he needs. But I'm need one more thing to get the whole crew onboard. Something' small, but it's gotta be flashy.

If you come to this quest on a fresh character Post BFA and wonder why you cannot complete the union Negotiations part to this quest, its pretty simple.
Make sure you complete the Achievement (Allied Races: Zandalari Troll)
Once you complete that the area will open up for you.

If bar doors closed use pillow against the door (i used Comfortable Pile of Pelts) and die, then rez behind the door, do quest and use your pilliow to get out.

If the door is closed for Union Negotiations, fly up just outside the door, fall and die, in spirit form you can go through the door and rez,
BUT
You will be stuck inside now, gotta hearth out.

If doors are locked and there’s no one at the scrap machine or at The Great Seal in general, the revolt in Zocalo may be phased.

So, maybe you’re on one of the steps of the storyline Allies of the Horde: Zandalari (eventually for Allied Races: Zandalari Troll) and check for those.

For me, it was step 4 (The Instigator Among Us), and after I finished the storyline with Talanji as crowned as queen, this quest turned completable again.

Description

You heard Gazlowe. The boss wants this expedition to go smoothly. No cutting corners, no slush. I know you've worked with Gallywix in the past. We don't run our operations like that. We expect the best from our crews, so we pay 'em what they're worth and treat 'em well. In return, we got the best goblin crews on the planet, and they ain't goin' over to any competition. Here's a list of who and what we're gonna need to pull this off. Don't worry, Gazlowe'll cover all the costs.
