Dungeon quest, you have to Empower Korvash's Skull in Waycrest Manor.
You can do it in the Lord Waycrest boss room, the extra action button will appear while you're there.
You'll also have to kill the last boss.

In case you can't find Lucille Waycrest, make sure you don't have the quest "Everburning" because she'll be outside and you'll have to drop or finish that quest first.

I'm currently in Corlain with Lucille, which means she is not at Arom's Stand. If you've gotten past the recruitment of inquisitors (Everburning) she will not offer to finish this quest until you're done with her entire questline in Drustvar...

Our group wasn't able to get credit for Empowering on mythic difficulty even though the extra action button showed...

Can anyone confirm they have done it on mythic?

I could and did empower the skull.
Didn't get the credit for killing last boss (in quest log of course, we've finished the instance in time).

If you are having trouble turning this in because Lucille Waycrest does not show up in Arom's Strand, here's what to do. If you haven't taken the Q 'Fallen Mother' to complete at the same time as doing this dungeon, go to the courtyard at Waycrest Manor where you can pick it up, accept it from Lucille, then go back to Arom's Strand & she will be inside the building waiting for you to turn in Draining the Heartsbane. You can then either go ahead & do Fallen Mother (effectively the same damn Q) or simply abandon it. You don't need this for the Pride of Kul Tiras achievement.

This issue seems to occur because Lucille can't be in 2 places at once.

When you enter the Catacombs and are killing the trash, before killing Mr. and Mrs. Waycrest, a skull icon pops up on the screen. Pressing it empowers the skull.

Just noting the flavor text when you talk to Ulfar immediately before accepting this quest, I couldn't help but think that "One does not simply walk into Thros".

Submitted a ticket for this. Clicked on the skull in the right place and didn't get credit. Then killed the boss and didn't get credit. Went back and clicked on the skull and didn't get credit. Only got credit when I logged out and back after having dinner when I wasn't in a group. Very buggy.

Seems like in 8.2.5 with the rep requirments removed they forgot to re-phase Waycrest in Arom's Stand so you can turn the quest in

Still broken as of 9-29-2019. No fix implemented. She is not in Arom's Strand OR the courtyard at Waycrest Manor... I'm completely stuck.

To anyone trying to turn in, but she's not in the room...

I had to complete 4/10 of the Drustvar chapters, up to "The Order of Embers" in order for her to allow me to turn in the quest.

If you haven't, start the Drustvar storyline in Boralus on your map, then just follow along until you complete the above quest, at which point Lucille says she will meet you at Arom's Strand. You can then turn in the quest.

Regarding the problem where Lucille doesn't spawn at Arom's Stand. For me, that had 10/10 Drustvar but hadn't done "Waycrest Manor: The Fallen Mother", I simply went to the quest outside of Waycrest Manor entrance, accepted the quest (Waycrest Manor: The Fallen Mother) and went back to Arom's Stand.

Then Lucille had spawned and I could turn in the quest. Hope this helps anyone. Good luck with the quests/achievements/mounts.

If Lucille isn't at Arom's Stand, AND if she also isn't outside Waycrest Manor (where you pick up Waycrest Manor: The Fallen Manor), AND if you are AT 4/10 of the storyline in Drustvar, check your map if there is a quest in the northern mountain area called "Take the High Road". If there is, pick it up (inside a cave), and it will send you straight to Lucille at Arom's Stand.

I had done 4/10 of Drustvar while leveling. It had given me 4/10 by finishing the quest "The Order of Embers" in the cave mentioned above. Then I was given "Take the High Road", but I abandoned it to go to another zone to continue leveling. When I was on this quest chain, Lucille was still in the cave, ready to give me "Take the High Road".

Okay so if you (like me) boosted a 120 Alliance Character because you wanted Two Sides To Every Tale but noticed when boosting the character you auto get Loremaster of Kul Tiras and you start down your merry path and get stuck because Lucille gives you the quest for Waycrest then disappears. I found a quest over at Whitegrove Chapel where the boats are. At the wheel of the boat is a quest called Sweete's Orders FINALLY she appeared for me!

Lucille appears in a lot of places depending on where she is based on your story progress, might want to check them all:

Per Blizzard's official post, this doesn't appear to actually be a bug, but people having her in different locations based on their progress, lines up with the people saying to complete this or that part of the story in the comments.

Ran through twice and still didnt get the credit for end boss kill to complete the quest. any thoughts?

Ran in Heroic instead of mythic and got the credit.

Good news! This dungeon on normal is soloable. I'm a hunter with 441 gear. Just pull small packs and you will be fine. The outside boss roots you so take something to unroot or spec posthaste to get out. No other worries.

Is there a way to complete this dungeon solo? When you have to fight the sisters they mind control you and reset the fight. Can i get to the cellar without fighting the sisters?

Finished the dungeon on normal as a balance, stealthing through the trash. The witches boss is easy if you can burst down the first sister, so she doesn't MC you anymore, for Goliath I went bear and kept the boss in fires all the time, probably would manage as an boomie too, the other bosses do not have any noteworthy mechanics for soloers

Just did this solo as a ilvl 178 Guardian Druid. The sisters were the only ones that gave me an issue. Through trial and error I was able to get Sister Solena down to about 40-45% preventing her from casting mind control by popping all trinkets and using Night Fae's Convoke the Spirits. I then waited and let the other two sisters beat up on me for 2 minutes while my trinkets and Convoke the Spirits reset. I was then able to burn Sister Solena down all the way before she cast Mind Control on the second round. It was all cake after that.

Be aware that if you hit level 51 you are no longer able to queue for BFA dungeons and therefore cannot complete this quest chain, unless you have some friends willing to go with you (I largely play alone, so I don't). 2 days so far with a ticket and no dice. Huge oversight on Blizzard's part... I just want to play a Kul Tiran. :/

I am sooooo frustrated by this. WHY does Blizzard lock the Kul Tiras race behind so many dungeons (FOUR dungeons)? I play solo, don't have an active guild, & didn't know until far too late that you can't use group finder past level 51 for BFA dungeons. Not everyone likes dungeons (I loathe them).

I wish Blizzard would at least give you the option to solo dungeons, but even at level 60 with decent gear I can't get past the Trio. All I can do is make a custom group & hope someone takes pity on me. I'd say screw it, but my kid reeeeeeally wants the Kul Tiras race.

Just did it solo as a shadow priest, iLevel 200 (full pvp gear, so it could have been easier with pve outfit). It wasn't especially easy and takes some patience for the huge amount of unavoidable trash mobs, but the dungeon itself is super beautiful and when you've missed out on BFA, unlocking the Kul Tiran is a great way to explore this content <3

- Raal (the pig) was nothing special. Try to clean the room as much as possible or be prepared for some wild unexpected aggro. I survived only 'cause SP are hard to kill, but I could tell without healing, could have been tough.

- The Heartsbane triade (3 sisters) are not as hard as they seem.
Start with sister Solena and burst her down as hard as you can. Just throw all of your CD on her. If she has the time to mind control you, the fight will reset (classic solo issue).
She's not super hard to burst down, though, just start with her and don't touch anyone else. Then, she becomes immune to damage and you have to attack another one, then the 3rd one. Attack the sister that becomes big and starts yelling, until they all hit the ground.

- Soulbound Goliath (outside, in the courtyard) was a tough bastard. I died on the first try and killed him on my second. He will paralyze you for what seems likes forever and meanwhile, his damage keeps increasing. The key is to burst him down as hard as you can. Throw half of your CDs at the very beginning, then wait for the first paralysis and give him everything you've got. Ideally, he should not paralyze you a 3rd time. Also clean the courtyard carefully and fight him in his spot to stay away from the thunder.

Then, head to the kitchen, and down the stairs. The door is now open. You'll reach the cellar.
There, you can skip all the trash mobs and head directly to the catacombs. When you're in front of Lord and Lady Waycrest, this is where you can charge the skull for the "Pride of Kul Tiras" questline.

Kill the Lady first or she'll keep healing the Lord to full health.

Then, it's Gorak Tul's turn. Nothing special here. I ignored the add and didn't take any serious damage. Much easier than anything else in the manor ^^

As others mentioned, gotta burst Sister Solena down below 50% to avoid the MC, then kill on the next time she is the kill target.

Did this as ilvl 115 druid, had to go feral for single target convoke. Could not burst enough as guardian.

For those of us who don't dungeon and had trouble completing this one, new patch notes for Nov 2 say you can skip the dungeon requirements for Kul Tiran, Mechagnomes and Dark Iron Dwarves. Hope it's true.

Allied Race Unlocks
Allied races such as the Kul’Tiran humans, Mechagnomes, and Dark Iron Dwarves, which had a dungeon requirement to unlock them, will no longer need to complete the associated quest to gain access to these races. Players will be able to skip it instead.

Just go to Boss Lady Waycrest and when you stand at boss ( just don't start fight ) , a Spell will pop up then click spell to Skull empowered.

As of 9.1.5, You can complete this quest without running the dungeon by talking to Ulfar after accepting the quest. Then, Select the option "I entrust you to handle this mission <Skip the dungeon quest>". Next, Turn in at Lucille Waycrest in Atom's Stand.

Another reason you might be forced to skip it is because you got to level 51 and cant enter the Dungeon LFG

I must be the dumbest person ever to solo Waycrest....but I did, after 10-15 failures on the Triad. No idea why.

Lvl 222 Boomkin.

Burned the center sister with all my might, single target dmg (not sure why it matters except for efficiency). Tab target swapped when the orb swapped and for some reason it became far, far, far easier than in the past.

Goliath - this is the only tip I give. I died on Boomkin. But he did not stunlock me once I swapped to bear. No idea why.

Catacombs, I collected the book (why?) then cleared ALL trash in the lower chamber, across from the two bosses. Then when I stepped down the stairs, the action button appeared the moment I stepped off the stairs.

Substituted GPS for understanding the mechanics. But kept throwing DPS at the queen and she eventually stopped healing and hopped over and I could kill her and him then.

All other bosses were a snooze, thx to gear.

Waycrest Manor: Draining the Heartsbane

Empower Korvash's Skull in the depths of Waycrest Manor.

Description

The skull you have taken from Korvash needs to be steeped in Gorak Tul's magic to grant the power needed to bridge the gap to Thros. You must take it to a font of his power, and let it absorb his magic. You will find one such font in Waycrest Manor - the epicenter of the coven's power. Here, their leader has tapped so freely into Tul's power that it emanates from the very walls. Bring Korvash's skull to the heart of the manor and let it feast. Then, the effigy will be complete.
