I asked around like crazy and no one told me (or knew) but this IS the starting Quest that unlocks the town Vol'Mar in Tanaan Jungle, just follow this quest chain and you'll be on your way.

It seems you have to FIRST do the scenario Strike While the Iron is Hot before the Garrison flightmaster sends you to the right place, instead of the Iron Docks flight point.

Hadn't visited my garrison for years. No one associated with the questline would give me the next quest. Talked with garrison flightmaster and took free flight to Iron Docks. Sammy Fivefinger = no quests. Hearthed back to garrison; Vol'jin was next to the command table with this quest available.

Travel to the Iron Docks and speak with Sammy Fivefingers. Your Garrison Flight Master can provide transport.

Description

Whatever be left of da Iron Horde be fallin' back ta Tanaan Jungle, where Gul'dan is turnin' them into sumthun' even worse. A frontal assault be suicide.

But da seas be open. If we attack by both land an' sea, Gul'dan got ta fall back somewhere. <name>, it be time ta build a shipyard!

We need local resources. Go to da Iron Docks. Gazlowe's boys are already there. Gather any equipment ya find, and see if ya can recruit us a proper Horde Shipwright!
