For Alliance: The path to the shipyard plot starts at the stairs outside your town hall (it's a new one), located at 34.5, 40.2

Follow the path north until you get to Eventide Bay in Shadowmoon Valley located at 27.5, 11.3. Speak to Solag Roark, pay 150 gold and your shipyard is on its way!

For alliance, Solag Roark is located in SMV at 27.54,11.29 down in Eventide Bay.

Go south outside your garrison gates into Shadowmoon Valley (this is the Alliance quest - horde is at All Hands on Deck), turn right to loop around your garrison, and north to Solog at in Shadowmoon Valley's Eventide Bay. You could also use Aviana's Feather from right outside your garrison's town hall, flying north, to save a little time.

1. Garrison Campaign: War Council - (Video)
• Speak with King Varian Wrynn in your garrison Town Hall and turn in the quest Garrison Campaign: War Council (which was auto-accepted after receiving your Tier 3 Garrison).
• Accept the quest We Need a Shipwright.

2. We Need a Shipwright - (Video)
• Leave your Town Hall and speak with your Garrison flight master, Dungar Longdrink.
• Select "I am needed urgently at the Iron Docks."
• Once you arrive, turn the quest in to Exarch Naielle at coords 52.6, 9.8, and accept Derailment.

3. Derailment - (Video)
• Travel southwest to coords 51.5, 14.3 and click on the Detonator.
• Travel north to coords 51.6, 12.0, turn left and continue on to coords 49.8, 12.6 where you will click on the Explosive Charges.
• Travel southeast to coords 56.7, 17.2, and turn in Derailment to Exarch Yrel, and accept The Train Gang.

4. The Train Gang - (Video)
• Plant 3 Explosive Charge, on the train, at coords:
• 56.9, 16.9
• 56.9, 17.2
• 56.9, 17.4

• Click the Detonator, on the ground, next to Exarch Yrel.
• Turn in the quest to Solog Roark, and accept Hook, Line, and... Sink Him!

5. Hook, Line, and... Sink Him! - (Video)
• Travel west to coords 56.6, 16.1 and click on the Blackrock Grapple.
• After you grappled to the upper level, enter the building in front of you and attack Admiral Knar.
• Loot the corpse of Admiral Knar to retrieve Roark's Shipyard Blueprints.
• Turn in the quest to Solog Roark, who is located outside this building at 50.6, 16.1, accepting Nothing Remains.

6. Nothing Remains - (Video)
• Use your Garrison Hearthstone, turn this quest in to King Varian Wrynn, accepting All Hands on Deck.

7. All Hands on Deck - (Video)
• Leave your garrison through the western exit (coords: 26.2, 48.6), and travel down to Eventide Bay at coords 27.5, 11.3.
• Turn in the quest to Solog Roark.

the end of this quest is located at the shipwreck where you first started out when you can to Shadowmoonvalley

Am I the only one wondering how the heck building a whole shipyard fits into 150g and 150 resources when even things like a small garrison building worth more than that?..

Description

Let's put this "Iron Shipwright" of yours to work, commander. If we're to pull off your plan to assault Tanaan from both land and sea, we'll need to get some docks operational as soon as possible. Work with Roark and build the Alliance a shipyard!

Last I saw, Roark was northwest of the garrison, near Eventide Landing.
