Actually i got Leystone Hoofplates from the previous quest, but i think it is a bug.

So this time you have to find Mei Francis near the pet shop. Shi is the Mammoth mount vendor.
Use your mount, listen to her talk and get back

I think you need to use a mount with hooves. I tried to use the golden king mount and it just kept resetting the conversation with Mei. Tried on hearthstead and worked straight away.

For this quest, I think you need to stand in the right place; in front of the street on the curb. She didn't do anything standing around her and the type of mount didn't seem to matter.

Amusingly, Worgen players can use their Running Wild racial instead of a traditional mount; Mei bends down and hammers your shiny new hoofplates into your paws for you.

I was able to complete this quest using my X-53 Touring Rocket!

When she finishes she'll say "All done! You take care of that mount now. It's a beauty."

Since I finished the quest using my worgen's Running Wild ability, I guess I'll take the compliment!
