whether it is new with 4.1 or simply I don't remember doing the prerequisite quests to open the quests offered by Zeke Bootscuff . The Quest Chain that leads into Zeke Bootscuff quests are as follows:
1.Dead Man's Chest
2. Booty Duty
3. To The Ground
4.Going Off-Task
5. Filling Our Pockets
6. Captain Dreadbeard

It was a little more complicated for me than just starting at the Dead Man's Chest Quest.
I did this quest on a Draenei neutral with the questgiver and I had to start all the way
back at:

Seaside Salvage and Puddle Stomping
I had to do both of these quests to proceed on to
Rocket Rescue and the subsequent Momentum
which opened up the quest line beginning with
Dead Man's Chest which eventually opened up this quest line.

PHEW!
And I did it all for ( Don't you judge me!) ... Mostly-Amazing Gloves :)
