With the Dragonflight pre-patch, Serrated Bone Spike disappears from the target after a few seconds and the charge is gone.
This happened to me as a Necrolord with Memory of the Deathspike but without using the appropriate talent.
It seems that if you use the talent Serrated Bone Spike instead of/in addition to Necrolord it works correctly.
