I found out that the letter is sent when you complete the quest 'Urgent Delilvery'.

You have to speak with Messenger Hermesius before you get the letter that starts the quest. He wanders around in Blood Watch.

2. Messenger Hermesius, who wanders around Blood Watch, will give you a quest to check your mailbox.

3. Check your mailbox (by the inn) for "A Letter from the Admiral" attached with a message from Admiral Odesyus.

If you happen to abandon this quest after receiving it from the letter or if you let the letter expire in your mailbox, it is possible to get back on this chain (starting from this quest) by returning to Odesyus on Azuremyst Isle.

I was unable to pick up this quest, as I had done the previous quests a long time ago. As I wanted to do the last few ones to achieve Tabard of the Hand Tabard of the Hand a gm was kind to asist me to go to Odesyus Landing where the admiral is now located, and you can pick up the quest.

I found the quest in Azuremyst Isle - Odesyus' Landing (47.05 70.25) Admiral Odesyus will give you the quest you need :)

This was the only quest that i was missing from Bloodmyst Isle Quests and i couldn't find the quest in Blood Watch where map kept showing that there's a questgiver...

Turns out, it was in my mailbox! So check your mailboxes.

In case you don't have the quest:

Find Messenger Hermesius in Blood Watch and speak to him. Then /reload and you will recieve a mail with the quest.

Admiral Odesyus has asked that you find and speak with Captain Edward Hanes.

Description

Dear friend,

My hand trembles as I ink this letter. I pray that it reaches you in time.

Last night, Edward Hanes, captain of the ship 'Lost Hope', appeared before me in my tent. The same Edward Hanes that died of scurvy 20 years ago.

This apparition told me a tale that made my heart tremble. A tale that I need you to hear and a mission that I need you to accomplish. Will you do it? Will you seek out Edward on Wyrmscar Island, northeast of your base?
