This one has no prerequisite. I got it as lvl 13 Draenei Shammy and I haven't finished the Declaration of Power yet.

When you turn in the quest, Vindicator Boros says "I've heard about you. You're the one that made the Kessel Run in under 15 minutes, right?". This is a reference to the same phrase The Kessel Run quest name comes from. In the original Star Wars movie, Han Solo says "You've never heard of the Millennium Falcon?…It's the ship that made the Kessel Run in less than twelve parsecs."

The follow-up statement "Bah, probably not," could be in-universe (the player probably isn't that famous person Boros has heard about), or it could be reference to the fact that making the Kessel Run in "less than twelve parsecs" has caused a long-standing argument about whether that statement even makes sense. It's pretty clear Han was supposed to be talking about time, but parsecs are a unit of distance. Still, people have found ways to make the nonsense phrase "correct". So we could answer "did he make the run in under 12 parsecs" with "probably not".

This guy is on BLOODMYST ISLE, not on AZUREMYST ISLE, that's why if you type this coord /way 52.6 53.2 you don't find, thats cuz u on the wrong isle. Hope it help!
