How to do Stop the Inquisition:

accept the quest /way 71,8, 40,4 (cave)
kill depraved mobs around all Halls of Atonement to loot 100x Sinstone Fragments
speak with Archivist Fane /way 73,0, 52,1 (inside the build)
use 100x Sinstone Fragments to complete te repeateble quest Inquisitor Sinstone to get a random Inquisitor Sinstone. Example: Inquisitor Sorin's Sinstone
go to your Inquisitor location and use your Inquisitor Sinstone
kill the Inquisitor
return the quest /way 73,0, 52,1 (inside the build)

Inquisitors Coordinates in Revendreth:

/way 76,2, 52,1 Inquisitor Traian
/way 64,7, 46,4 Inquisitor Otilia
/way 67,3, 43,4 Inquisitor Petre
/way 69,8, 47,2 Inquisitor Sorin

PS: if another player summon a Inquisitor you don't need farm 100x Sinstone Fragments, just hit the Inquisitor.

Stop the Inquisition occurs outdoors in the Halls of Atonement area, near the flight point of the same name. It doesn't take place in the Halls of Atonement dungeon. (The instructions suggest only 3 players.)

The inquisitor’s Sinstone will be in your inventory and generates a special ability mid-screen when you are near the Inquisitor.

The ability directs Temel to read the Sinstone to a particular inquisitor, mine was High Inquisitor Dacian. The reading is supposed to reduce the Inquisitor's health and fear the adds. Problem is you can't attack during this weakened state.
When Temel Read High Inquisitor Dacian's Sinstone to the High Inquisitor, his health plummeted, but he could not be attacked. It seemed to be a reset.

EDIT: Weeks later, I ran Stop the Inquisition again with Inquisitor Sorin's Sinstone. After killing Inquisitor Sorin, I bought High Inquisitor Dacian's Sinstone from Archivist Fane (at 73.0, 52.0) and faced High Inquisitor Dacian again (solo). The encounter was different.

Suggestions

Activate an Amalgamation of Sin if you received it from the quest Summon Your Sins. It will not despawn even if you die, but its damage isn't that high.
Use Crumbling Pride Extractors if you have it. It drops from Inquisitors. Anyone can buy it from: Dimwiddle at 60.8, 62.4, Absolooshun at 72.2, 39.8 or Foreman Scug at 58.8, 69.6.

Just approached Gresit him to return the quest Halls of Atonement: Your Absolution
Before returning Halls of Atonement: Your Absolution Gresit was offering Stop the Inquisition, but after returning Halls of Atonement: Your Absolution there is no yellow "!" mark or Stop the Inquisition to get from him.

As an FYI, while Avowed rep farms kill the inquistors - they are usually raids and thus do not allow credit for killing the Inquistor.
Although it is a quick way to get the sinstones for the quest.

This is a perfect example of the terrible way some of these quests are put together... They made it more complicated than it should be and explained pretty much nothing.

First, it doesn't give you any indication on your map where Archivist Fane is (if you don't remember). He will show up as a circle on your mini map when you're close enough, but you have to be pretty much right on top of him.

You can ask the Archivist to make one of 3 types of Inquisitors. Normal, High or Grand based on what you turn in. Each level is harder and why this quest has 3 players recommended for it, because you'll need them if you pick Grand for example. But just Normal is easily soloable.

For instance, you can use 100 x Sinstone Fragments and the Archivist will create a random sinstone for a Normal Inquisitor. Then you take that sinstone, find that inquisitor, have Temel drop his shield and kill him.

Really poor job.

Repeatable quests shouldn't be the same color as one-time quests.

If you head off to : /way 71.8 40.4 (cave) and find the Gresit is not there to offer you a quest,
Speak with the Accusor and pick up , in this quest chain you will release access to Gresit. This is part of the Final Atonement quest line.

Stop the Inquisition

Defeat any inquisitor in Halls of Atonement. Archivist Fane can provide Inquisitor Sinstones to help you in your hunt.

Description

The Lord Chamberlain's inquisitors still torment the poor souls trapped under their care. You must put a stop to their wicked deeds! Speak with Archivist Fane, whom you worked with before to defeat an inquisitor, to acquire the sinstone of another inquisitor in the halls. With their sinstone, you will be able to shatter that inquisitor's defenses and lead the charge to defeat them. Bring friends, $p. Many of the inquisitors are far too dangerous to approach alone.
