Yes the quest seems to have been changed, stygia comes from elites and events around the maw and there are only 2 ways I found to gather souls, clicking the wailing souls and opening the soul cages. The wailing souls will have a green name above their head and periodically cast an aoe fear. The place I found best to gather them is the gorgoan river of souls however even there the souls seem fairly rare. There aren't nearly enough souls spawning, even on beta in the middle of the night with little to no competition it took me an hour to gather the souls.

Edit: As of the beta build on 9/30/2020 the soul cages spawn MUCH faster and in more areas and even give stygia, this quest is much much easier to complete.

The souls are notified on your minimap with a small ghost icon. I found most of them in the centre area where it was not highlighted on the map. The Stygia is a currency that you should get from simply collecting the souls. If you still dont have enough you can get the rest from killing elites around the area.

Click the soul when you release it from cage. Job done ;d

Terrible quest, description is vague and even when I wrapped my head around what the quest is asking me to do: ("taken into"? c'mon...), there seem to be extrememly few around here. This is quest is the single worst experience I've had with wow in a very long time.

I can verify Rozz is correct. I just finished this quest and it took at least 30 min-1hr because the quest description is vague and several replies on this post are out of date. First, you don't even need to go for the stygia because you will gather more than enough just from killing mobs as you are looking for the souls. However, if you dont have enough once you are finished gathering the souls, kill the elites (just like the other zones in the game) and rares (I looted a toy off of one kill...took a grp to kill it). Second, I didnt see any ghosts in the cages that were clickable, but I didnt see any highlighted cages and the area was busy so maybe they needed to respawn. Third, the ghosts with green above their heads are not clickable. Fourth, the only souls that worked for me were at the exact location as the small ghost icons on the mini map. Don't confuse them with the elite skull icon. If the area is busy please be patient and it will pay off. You just have to keep searching the zone until you see the small ghost icon on the mini map. Once at the location you will see a very tiny ghost (same size as battle pets in other zones) with green above the head, the cursor will change to the pet icon, then click for credit. Finally, at some of the small ghost icon locations will be a stone prison with a yellow bar above it. Kill the prison and the soul will be on the ground, then just clk on the soul.

As of 11/30/2020 here's what you need to do:

Kill elites when you see them to collect Stygia. You need 60 to buy the cypher that you'll need to use at some point soon in this quest line.
The spirits are shown on your mini map, so just walk up to them wherever they are, and to free them you will have to do one of two things:

When you find a cage with a spirit in it, open it and click the spirit after it walks out.
There's a little yellow stone "prison" (sorta similar to spider cocoons) that you break open and a spirit comes out. Wait for it to get out then click the spirit.

Stupid me. I spend all this time trying to figure out the "stygia issue" when I had >60 stygia. Finally went back, clilcked on the "trade" button, and there was the parchment up for sale. You'd think I would have known that since the quest says "purchase", so I have to plead senility.

Met the criteria to complete the quest "Rule 1: Have an Escape Plan" but could not turn in. Abandoned the quest and took it again...Bingo was able to turn in and move onto the next quest.

you just have to collect the souls, there's no actual "soulkeeper" npc or anything like that. Once you collect all of them, the objective closes

As of 9.1.5 it seems like saving souls no longer provides stygia which SUCKS for this quest. Especially for a new toon with no gear who can't kill elites. Having to gather 1 stygia per kill makes this quest take WAY TOO LONG.

I put in a ticket to query why this quest changed - rescuing souls no longer gives stygia. Getting 60 stygia took 45 kills - about 10 NPC dropped more than 1 stygia, but nearly half that number dropped none. I died 4 times, because of ambushes. Not being able to mount up and needing to pull one at a time, meant this all took 40 minutes. The answer was less than helpful:

The intent is to guide you towards killing the special encounters, like Soulsmith Yal-Mattar. One or two of these should drop all of the Stygia that you need for the quest, and they should be doable (if admittedly a bit tough) at ilvl 148.

Yeah as of 9.1.5 this quest is PAINFUL. It took me 1.25hrs to complete... there are very few mobs in general, and the rares don't seem to spawn or be in the same phase or something. So all you can do is kill mobs for 1... maybe 2 stygia if you are lucky at a time... for 60 stygia. Nope.

I love how people say just kill the elites lol,
I can barely kill the normal mobs having just turned 60 and having an aversity to HAVING to do dungeons to gear up to complete quests...
I spend more time healing up, and looking for the spears than fighting.
Tedious quest to say the least, ANOTHER one...

This quest is terrible, just got here at 140 ilvl and I get 1 stygia per mob from mobs that damn near kill me 1v1? Who designed this a gradeschool intern?

If you're starting this in 9.1.5 like me, Soul Well rewards 85 Stygia. So do that and you can complete this in no time. You won't see it on the map, but you can do it when visiting the location anyway.

As of 9.1.5, seems best to immediately go after a rare for the Stygia part. After painstakingly gathering 15 Stygia by targeting individual mobs (0-1 Stygia at a time), finally went after nearby Soulsmith Yol-Mattar in frustration. After finally getting him down (with crap gear, using healing pot), looked like loot window was only going to give me 20-something Stygia. But then it seemed to magically bump to 45 Stygia and completed the quest. Not sure if that was intended or coincidence.

9.2.5 had newly dinged a level 60 with bad gear

Got this quest and tried do the Soul Well quest like commented elsewhere. But none of the locations were up.

However, suddenly there was an event. Something about Kel'Thuzad and Thorghast. Anyways there were a bunch of other people there and they managed to get the mobs and the boss down and the boss gave me 200 stygia. There's also chance of a mount. Chain of Bahmethra for that particular one. Anyways I guess I got lucky because I spent way too much time walking around the maw with no mount for that soul well quest.

the 60 requirement of the item makes this quest pretty terrible. why in the fudge did they make it that high? it makes the quest a CHORE. as apparently the "high level monster" that can grant more are elites that unless you have players around are hard to kill. and i got one and didnt seem to get that much more. Why do game devs make such quests that are a SLOG that slows down progress? really frustrating. just want to unlock the tower and i gotta do all this busy work.

If you've got decent AOE (like a blood DK or protection paladin), hunt the packs of Ravenous Shade for Stygia. They look like ghostly greyhounds (lean racing dogs with bony ribs), have low HP, and can be found in packs of 2-3, often with packs close together for easy gathering. They drop 4-5 stygia per pack. Stand in the path of a mounted patrol while killing them and the patrol will give you a free fast mount when they die.

Don't do this while there is a Kyrian Assault active; it takes away the big guys that give more stygia.

Rule 1: Have an Escape Plan

Rescue 5 souls and retrieve 60 Stygia. Stronger enemies will have a higher chance to drop large amounts of Stygia. Use the Stygia to purchase a Cypher of Relocation from Ve'nari.

Description

Many doomed souls suffer within the Maw. You must be careful if you do not wish to join them. Your Soulkeeper can hold a small number of souls until you return to your covenant. But that will be of little benefit if you do not survive this place yourself. There is a substance, stygia, that is found on some creatures within the Maw. The stronger the soul, the more stygia they have. Collect some of it for me and I can fashion it into many things you will find quite useful.
