Does anyone know where/how this quest starts? I travel to the area, but there is no obvious quest giver, and no auto-pop up when I'm near it on the map. Any ideas? I will update this comment as soon as I figure it out.

A Desperate Defense quest is located in Tiragarde Sound Old Drust Road on Kul Tiras Isle.
To complete the quest talk with Lieutenant Tarenfold at Vigil Hill 56.57 61.64

2. No-Landing Zone	Vigil Hill Refugee - You need to kill 3 mobs: Skullcrusher Cotner, Wiley Jaki and Burnsy the Blade. thay will come on Landing boat one by one.	Vigil Hill Refugee
3. A Desperate Defense	Vigil Hill Refugee - go to see Lieutenant Tarenfold You can find him on west on Vigil Hill.	Lieutenant Tarenfold
4. Farmers Who Fight	Lieutenant Tarenfold - You need to recruit 6 Vigil Hill Farmerto militia.	Lieutenant Tarenfold

The soldiers garrisoned here are doing their best to hold out, but they're struggling. Pirates haven't dared attack this gate in years, and never with such a large force. If you're handy in a fight, Lieutenant Tarenfold will want to meet you. He's organizing the militia up ahead.
