My charachter was level 120 and I hadn't played on her for a long time, so I couldn't remember my progressions. I wanted to go through the Vol'dun questchains so I could unlock the Voldunai but couldn't find any main quests in Vol'dun nor the start quest in Dazar'alor. But after I unlocked the Drustvar zone, then the quest appeared.

If you like me can't select Vol'dun on the scouting map and therefore not get the Vol'dun quest, then check if you have a quest to unlock one of the alliance zones. That was my case I believe, because this got available after I unlocked Drustvar. Both Vol'dun and Drustvar was the last zones I unlocked out of all 6 horde and alliance zones.

If you are here because you cannot get this quest from the Scouting Map, and you've done the main storylines in both Zuldazar and Nazmir, one reason why may be because you have not started the Zuldazar story line Blood Gate.

The Blood Gate storyline starter quest is also named The Blood Gate, which is a breadcrumb quest.

When you finish the Blood Gate storyline, you are sent back to Baine and the table now has the yellow ! marker and quest for Vol'dun.

I wanted to quest in Voldun in Chromie Time, but Vol'dun wasn't available at the Scouting Map.

TL;DR - You no longer need to complete The Throne of Zuldazar to unlock Vol'dun at the Scouting Map; instead, it's most likely level-locked. If it is, it's just somewhere in the level 20-30 range, probably 25 or 30. If it isn't level-locked, then you need to complete some amount of the Zuldazar storyline. I included my findings below just in case it helps someone narrow things down!

Level
I was somewhere in the level 20-23 range when I first checked the Scouting Map. At that time, I had Zuldazar and Nazmir available, but not Vol'dun. I was level 31 when I checked it again and saw Vol'dun was now available.
When I went to test on other Chromie Time toons (levels 36-64), Vol'dun was available for all of them by default. None did BFA as current content.
When I tested on a level 10, she didn't even have Nazmir available, only Zuldazar (with that info, Nazmir probably unlocks at 15 or 20).

Story Progress
It unlocked for me at some point between Trust of a King (the start of chapter 1) and King or Prey (the quest following chapter 6, Among the People). Unfortunately I didn't check the Scouting Map once between those two points, as I assumed I needed to complete the entire storyline like older comments said, and just barrelled through it as fast as I could. Either way it struck me as odd that it unlocked before chapter 7.
