I had Lord Ravenholdt assigned as a combat ally and had to unassign him before I could get the quest. I guess he wouldn't have been there if he were out on a mission either.

If you still have other artifacts to track down, you may not realise that he has another quest for you, as you will be used to ignoring the exclamation mark above his head. If you have achieved your title, check anyway - this quest should be available.

I had to log out then back in again to get Kayn Sunfury to spawn, in order to turn in the quest.
